Hanoi: economy growth gains considerable achievement

Hanoi enjoyed considerable achievement economic growth in the first half of 2016 with good performances in the service and industry-construction sectors, officials said at the second plenary session of Hanoi`s 15th People’s Council 2016-2021 tenure on August 1.
Vice Chairman of the Hanoi People's Committee Nguyen Doan Toan gave a report on results of socio-economic development tasks in the first six months of this year and figured out key tasks for second half.
The Vice Chairman reported to the meeting that gross regional domestic product (GRDP) increased by 7.3 percent, in which the service and industry-construction sectors grew 7.5 percent and 7.8 percent, respectively, while the agricultural sector recorded a modest increase of 2.1 percent. Toan said the GRDP growth rate was “relatively high”, even though it was lower than the targeted annual growth of 8.5-9 percent.
According to the report of Vice Chairman Toan, Hanoi has recorded robust economic performance in the first half of 2016. The city collected a total of VND85,856 billion for the state budget, accounting for 50.7 percent of the yearly target. Meanwhile, the capital city’s budget spending reached VND23,063 billion, accounting for 32.3 percent of estimates. Ha Noi attracted VND109,000 billion in FDI. The consumer price index on average in the six months increased by 2.08 percent compared to the same period last year.
The Capital city tightened market management and food safety inspection. The market management force examined 5,003 cases, handled 4,803 cases with the total fine worth nearly VND83.9 billion. The city successfully organized the 14th National Assembly and all-level People’s Councils for the 2016-2021 tenure. 98.98 percent of the electorate went to the polls.
The People’s Committee has also focused on building mechanisms and policies to remove difficulties in land clearance; developed mechanisms and policies to renovate old apartment house in the form of orders; started the construction of one out of eight key programs to reduce traffic congestion. Relating to application of information technology, Hanoi speeds up the development of sharing software with comprehensive databases in areas of population management, investment licensing, etc, striving to become the country’s leading city in building e-government and developing IT software and services.
The city also saw significant improvements in its investment and business environments and breakthroughs in attracting investment capital. It introduced the list of 52 projects under public-private partnership (PPP) form and 43 ones projects in the form of socializing with total estimated investment at around VND711,000 billion.
The Prime Minister approved Hanoi’s transport plan for 2030 with a vision towards 2050. So far, the city has approved 26 out of 35 subdivision planning projects, and 29 out of 33 general planning projects. Additionally, the capital city has ensured national defense, political security and social order; expanded and improved the efficiency of external relations and international integration.
A report by the Economics-Budget Committee of the People’s Council said that in order to meet the annual target, the city would have to achieve a growth rate of 10-11 percent in the remaining months of the year, which would be difficult. Budget collection in the first six months was about 85.8 trillion VND (3.8 billion USD), a 16.3 percent year-on-year increase.
This period also saw significant improvements in attracting investment capital, with a more than fourfold year-on-year increase in investment capital in industrial zones, according to Toan’s report. The city authority approved most planning schemes at subdivision and district levels, which paved the way for appropriate investment to be carried out.
The application of information technology in administrative reform was boosted, resulting in considerable changes to the procedures of business registration, tax filing and the issuance of land right certificates. In the first six months, 98 percent of tax filing and 95 percent of tax payments were done online, according to the report.
Members of the municipal People’s Council also pointed out other areas that need improvement. Toan responded by saying that 14 wastewater treatment facilities would be completed and operating by the end of this year. The construction of other treatment facilities, which are slated for the 2017-2020 period, would also be accelerated, he said.
In the second half of this year, Hanoi will take drastic measures to improve the investment environment; promoting business production and export; speeding up disbursement; improving efficiency of public investment projects; fulfilling budget spending and collection; accelerating the administrative procedures; and combating corruption.
