Chairman of the Hanoi People’s Committee Tran Sy Thanh has approved a plan to enhance administrative efficiency, streamline services, and improve accessibility for residents and businesses.

The move aims to modernize public service delivery by integrating local administrative units into a unified, transparent system. The branches will provide cross-district administrative support, reducing reliance on geographical boundaries and facilitating a more efficient digital governance model. The restructuring also aligns with Hanoi’s broader goal of accelerating digital transformation in public administration.

The branches will be established in three phases. The first phase, running from December 1, 2024, to March 1, 2025, will pilot operations in Cau Giay and Tay Ho districts. In the second phase, from April 1 to June 30, 2025, ten regional branches will be established across the city, covering multiple districts. From July 1, 2025 onwards, the branches will be fully operational, with Cau Giay expanding to serve Thanh Xuan district as well.

Each branch will function as an independent administrative unit under the main service center, with dedicated staff and operational resources. The branches will take over one-stop administrative offices from district and township governments, ensuring consistency in service quality while integrating digital infrastructure for streamlined processing.

The Hanoi Public Administrative Service Center is tasked with overseeing the transition, working closely with relevant departments and local authorities. The restructuring will maintain service continuity, prevent administrative disruptions, and ensure cost efficiency. The city aims to make public services more convenient and accessible, reinforcing its commitment to a transparent and efficient administrative system.
