Hoa Lac Hi-tech Park to establish itself as national innovation hub
The meeting not only reflects Hanoi's commitment to the implementation of the Capital Law, but also opens up new opportunities for the development of HHTP.
To make the Hoa Lac Hi-tech Park (HHTP) the country's leading innovation hub, tailor-made mechanisms must be put in place, said Deputy Chairman of the Hanoi People's Committee Le Hong Son at a meeting on the Capital Law with the Hanoi Department of Science and Technology and the HHTP Board in Hanoi on August 9.

He highlighted the city's commitment to adopting a resolution to attract and effectively utilize top talent in science and technology, based on the unique context of local realities.
Discussions at the meeting focused on how to incentivize and attract talent to work in technology R&D.
Deputy Chairman Le Hong Son acknowledged the efforts of various departments in enforcing the Capital Law and called for a thorough review of tasks to ensure timely and effective progress.
At the event, Le Thanh Son, Deputy Chairman of the Board of HHTP, outlined specific steps to implement the Capital Law and Plan No. 225/KH-UBND, which was enacted on July 22, 2024. Accordingly, the Board has proactively drawn up a detailed plan to ensure effective compliance with the new regulations.
The park would spearhead five major projects, he continued, including developing protocols for its operation and growth and incentive programs aimed at attracting high-tech personnel.
Son emphasized that determining the rates and allocation of compensation for land clearance is another area of focus for the board.
In addition, the board will collaborate on four other areas related to housing development and public asset management to facilitate the management and preservation of facilities within the park, according to the Deputy Head.
Son noted the challenges of developing effective incentive mechanisms to attract high-tech talent, and stressed the need to finalize these proposals and submit them to the Hanoi People's Council by November 2024.
At the meeting, Nguyen Hong Son, Director of the Hanoi Department of Science and Technology, confirmed that the department's efforts are being carried out coherently and effectively in accordance with the Capital Law.
Delegates agreed that this meeting not only reflects Hanoi's commitment to the implementation of the Capital Law, but also opens up new opportunities for the development of HHTP.
