Law on Support for Small and Medium-Sized Enterprises to be applied in Hanoi

The Hanoi People’s Committee has recently released Plan No.106/KH-UBND, carrying out Law on Support for Small and Medium-Sized Enterprises in the area.

Under the Plan, the support for small and medium-sized enterprises must follow contents, regulations of Law on Support for Small and Medium-Sized Enterprises and directive documents so as to ensure publicity, transparency, competence, right objects, contents, order and procedures as stipulated by law.

More efforts must be made to balance support resources and give a priority to develop the city’s potential sectors and advantages; mobilize available resources to support and promote business development in the area; assign specific missions among levels, sectors, agencies, units to make greater gains of the support work.
The Department of Planning and Investment will take prime responsibility and coordinate with the Small and Medium-Sized Enterprise Development Fund under the Ministry of Planning and Investment to organize numerous activities to introduce, instruct small and medium-sized businesses to access loans and participate in sector connections.
Business Associations in collaboration with the State Bank of Vietnam (Hanoi Branch) will update and popularize credit support programs among members, enterprises in managed fields.
The Department of Natural Resources and Environment is in charge of taking prime responsibility and coordinating with People’s Committees of districts, suburban districts, towns and relevant agencies, units to review lands in the city and make a land fund plan to establish industrial clusters, agro, forestry and fishery processing zones in the area; cooperating with Departments of Finance, Taxation and relevant agencies to research rental support policies for small and medium-sized enterprises in industrial zones, hi-tech parks, industrial clusters in the locality and give a report to the Municipal People’s Committee.
The Department of Industry and Trade is responsible for taking prime responsibility and coordinating with the Department of Agriculture and Rural Development and relevant agencies, units to research and set up product distribution chains among enterprises, cooperatives and consumers a public-private partnership form as stipulated by law. 
The Hanoi Investment, Trade and Tourism Promotion Center will strengthen investment and trade promotion activities so as to introduce products and services of small and medium-sized enterprises in the capital city to domestic and foreign markets, investors.
Departments, sectors and People’s Committees of districts, suburban districts and towns are in charge of announcing full information of plans, programs supporting small and medium-sized enterprises as well as market, products, technology, business incubation and others on agencies, units’ websites to meet demands of local businesses.
