Minister of Public Security Luong Tam Quang was elected as the association's first president. He emphasized that the NDA will focus on raising awareness of national data policies, collaborating with key stakeholders, and providing expert input on regulatory frameworks governing the data sector.
At the NDA's inaugural congress, Party General Secretary To Lam highlighted the importance of data in Vietnam's digital transformation strategy, in line with Resolution No. 57-NQ/TW issued by the Politburo in December 2024.
He noted that while data is central to national development, Vietnam faces challenges such as fragmented infrastructure, limited connectivity, shortage of skilled data professionals, and gaps in data security and privacy regulations.
Therefore, the NDA is expected to focus on several key priorities, including strengthening the legal framework that is critical to enabling seamless data sharing while ensuring security and national sovereignty; and improving data governance, particularly for people, location, activities, and assets.

Another focus will be boosting research and innovation in critical technologies such as artificial intelligence, big data, blockchain, and cloud computing to ensure Vietnam's competitiveness in the global digital landscape.
At the same time, it needs to expand data infrastructure to develop government and private data centers to improve storage and processing capabilities.
The NDA will also foster international cooperation to integrate Vietnam into global data initiatives. In addition, it will prioritize data security with industry standards, security products, and strengthened national cybersecurity measures.
The association is also tasked with leading key national programs, including the development of a data market to drive economic growth, the creation of a national open AI platform, and initiatives to improve public data literacy.
The NDA will also support data-driven innovation challenges and work towards greater technological self-sufficiency in data management.
The launch of the NDA marks a significant milestone in Vietnam’s digital transformation journey.
As the country accelerates its adoption of data-driven technologies, the association is expected to play a critical role in shaping policy and serving long-term economic growth.
