Climate change: A priority for Vietnam

Climate change is a change in the usual weather found in a place. This could be a change in how much rain a place usually gets in a year. Or it could be a change in a place`s usual temperature for a month or season. Climate change is also a change in Earth`s climate.

This could be a change in Earth's usual temperature. Or it could be a change in where rain and snow usually fall on Earth. While, weather can change in just a few hours, climate takes hundreds or even millions of years to change. Recently, the Vice Chairman of Hanoi People’s Committee Nguyen Van Suu signed Action Plan No. 228/KH-UBND on the implementation of Paris Climate Agreement in the city.


​As such, The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius. Additionally, the agreement aims to strengthen the ability of countries to deal with the impacts of climate change. To reach these ambitious goals, appropriate financial flows, a new technology framework and an enhanced capacity building framework will be put in place, thus supporting action by developing countries and the most vulnerable countries, in line with their own national objectives. The Agreement also provides for enhanced transparency of action and support through a more robust transparency framework.

In Vietnam for over 50 years, the average temperature has increased around 0.7 degrees Celsius, and the sea level increased 20cm. Therefore, events such as El Nino or La Nina are having more impact to Vietnam. Climate change has lead to a more devastating consequences caused by natural disaster, such as storm, flood or drought. According to calculation, the average temperature in Vietnam may rise at 3 degrees Celsius and the sea level may increase to 1m by 2100. If the sea level to rise for 1m, it is estimated that 40,000km squares of coastal areas of Vietnam will be flooded every year, in which 90% area of the Mekong Delta will be completely submerged. With this being said, there will be around 10% of population directly hit with potential loss of 10% to GDP. 

Consequences of climate change to Vietnam is severe and pose serious risks to the objective of poverty reduction, as well as to realize millennium development goals and the country sustainable development; fields, sectors and provinces are vulnerable and being the target for climate change, such as: water resources, agricultural and food security, health; delta and coastal regions. 

For Hanoi, statistics from 1961 to present showed that, the amount of rain is increasing, wit the average amount of rain in year rising from 1,249.4mm before 1975 to 1,676.1mm for period 1975 – 2005 and 1630.4mm for period 2005 – 2013, up 25%; the difference in the amount of rain between months ranging from 50 – 80 times; the amount of rain in day rising from 175.7mm (before 1975) to 185mm (for period 2005 - 2013) and reaches 347mm (for period 2005 - 2013). The average temperature in years also increases, as before 1975 the average temperature is 27.05 degrees Celsius, for period 1975 – 2005 is 27.8 degrees Celsius, 2005 – 2010 is 28.2 degrees Celsius; The increase in maximum temperature has increased from 33.08 degrees Celsius before 1975 to 33.74 degrees Celsius in period 1975 – 2005 to 34.8 degrees Celsius in period 2005 – 2013. 

The implementation of Paris Climate Agreement will be in 02 phases; For period from 2018 – 2020 and for period 2021 – 2030, including the following objectives: reducing gas emission from greenhouse; adaptability to climate change; preparing resources, establishing a transparent system and finalizing policies. The Hanoi Environment and Natural Resources Department will be responsible for coordination, monitoring and report on the implementation status.
