PM Nguyen Tan Dung has recently assigned the Ministry of Planning and Investment (MPI) to work with relevant agencies to give directions to realize the Government decree on managing and using the official development assistance (ODA) and donors’ soft loans.
The agencies are also asked to detect shortcomings and suggest adjustments to current regulations in order to meet requirements of the reality.
PM Dung assigned the MPI to coordinate with relevant agencies to identify ODA projects’ priorities and ensure the use of the capital while enhancing the monitoring, examination and evaluation of the projects.
The MPI is also entrusted to study the capacity and organization of the projects’ managing boards in order to develop a circular on establishing ODA project managing board and developing job descriptions to the board’s members.
It is asked to build up a system on training and giving certificates to ODA project managers, develop and announce a standardized set of training materials whilst coordinating with donors in conducting training courses in Vietnamese in the country.
In addition, the MPI is required to coordinate with the ODA Steering Committee and the group of six development banks in organizing quarterly meetings to review the ODA projects to seek solutions to improve their efficiency.
PM Dung reminded relevant agencies and new ODA projects’ leaders to work with donors to shorten the duration to put the projects into implementation.
He also asked ministries, agencies and localities, particularly those related to projects with poor performances, to address the shortcomings and seek solutions to recover them effectively.
