Director General of Child Care and Protection Dang Hoa Nam: Children have rights to express their ideas and suggestion
At the 5th National Children’s Forum on August 24, the Director General of Child Care and Protection (Ministry of Labor – Invalids and Social Affairs or Molisa) Dang Hoa Nam stated, children have many ideas, which can help adults solving social problems.

The children’s rights to participated has been acknowledged in Vietnamese constitution in 2013, which is children have rights to participate in children’s issues. In 2009, Molisa along with the National Assembly Committee for Culture, Education, Youth, Adolescents and Children and Ho Chi Minh Communist Youth Union have jointly organized a children’s forum at national level. At present, Molisa has issued circular instructing related agencies to organize children’s forum. This will be the opportunity for children to send their messages and desires to organizations, individuals, leaders, especially is agencies and organization responsible for developing law and policies protecting children’s rights.
The national children’s forum is held every two years. This time, the forum is the largest scale with the participation of representatives of children from 48 provinces/ cities across the country and 2 children delegations from SOS Children’s village and Thuy An Rehabilitation Center for disabled people.
This year, districts, wards have organized more children’s forum than ever before. So it is safe to say children have brought the most ideas and desires to this forum.

From the first national children’s forum in 2009, especially when the Children’s law was approved in 2016 and came into effective in 2017. This law has clearly regulated all children’s ideas and suggestion must be received, listened to, dealt with and responded. Therefore, all children’s suggestion at national childrens’ forum has been collected by Molisa and Ho Chi Minh Communist Youth Union to report tot he Government. At the same time, we also send these suggestion to related agencies and ministries.
At the next national children’s forum, we will report on how these suggestion be implemented by related agencies and ministries. In particular, in the report, it must be specific on how these suggestion are implemented, or not yet done, and what are the reasons for this.

Recently the issue of child abuse and violence is becoming complicated. This is not only the problem of Vietnam but also of many countries in the world. The Prime Minister has instructed on prevention, intervention, as well as supporting children being abused. By implementing the instruction of the Prime Minister, the action month for children is initiated with the topic of preventing children’s abuse and violence. So, for this national children’s forum, we also take this topic.
They have brought to this forum their evaluation on the children’s abuse and violence. In particular, they have stated their desires, ideas and what they are expecting from the adults to reduce this problem, especially with regard to sexual abuse, child marriage and children exploiting.
At this forum, we hope and are sure of children will have many suggestion, so that they together with adults will solve social problems. As President Ho Chi Minh once said:”children do their own works, depending on what they are capable of”. We think, no one understand children more than themselves; no one can send their message better than themselves; no one can protect your friends and report these abuse and violence better than themselves.
We believe, after this forum, children’s ideas will be organizations, individuals, especially leaders of ministries and agencies to review and consider. We hope in the next forum, responses to the topic of this time will be very positive.
