The Prime Minister has approved a program on raising the capacity for units supporting small-and medium-sized enterprises (SMEs). The program aims to boost SMEs’ development stimulating the national stable and sustainable growth.
Accordingly, in 2015, the Ministry of Planning and Investment (MPI) will reorganize and improve the performance of units at the central level with their main tasks of following up the implementation of policies supporting SMEs; connecting activities supporting SMEs of ministries, sectors, localities and entrepreneurs’ associations; implementing some policies and programs on supporting SMEs; and enhancing capabilities in supporting SMEs.
Based on demand on supporting SMEs and localities’ conditions, the People’s Committees of centrally-run provinces and cities will devise schemes on improving units supporting SMEs.
The MPI and the Ministry of Home Affairs will study to amend a circular between the two ministries on functions and tasks of the Departments of Planning and Investment in supporting SMEs in localities.
The MPI will work with ministries, sectors, localities and entrepreneurs’ associations to organize training courses to enhance capacity and skills in supporting SMEs while piloting sending consultants to SMEs.
The units supporting SMEs will devise human resource plans to submit authorized agencies for approval.
In the 2016-2020 period, based on demand and financial capacity of the units supporting SMEs, human resource plans will be developed and submitted to authorized agencies for approval.
