Entertainment facilities are key to keep workers from leaving jobs
Hanoi’s IPs and EPZs are increasingly investing in entertainment facilties and improving the spiritual life of workers. However, those investments are still far from meeting the demand.
Lack of amusement areas
With an over 200m2 reading room, the cultural hall of 2000 people capacity, sports area, volleyball court, spacious table tennis court; the residents in Kim Chung social housing area, Dong Anh district in the outskirt of Hanoi have no reason to blame for their recreational facilities.
“I have been living in this building for two years. After each working shift, we can either rest, relax, do exercise, etc. so we are very happy. Generally speaking, the living conditions here are okay. However, in my opinion, each building should have more medical clinics and community house; the library should have more books to attract people because it is the place for union members to exchange and for workers to chat or listen to music,” said Nguyen Quan Chinh, resident of apartment 505A.
From Nghe An Province to Hanoi City to visit her grandchild, 59 year old Nguyen Thi Binh of apartment 406A said: “The workers here are not only entitled to good material life but also rich spiritual and cultural recreations such as artistic and musical performances on the Mid-Autumn Festival, Holidays, New year, etc. However, the Japanese company where my grandchild works has strict working regulations, so he rarely has time for entertainment. In order for workers to focus on their duties, I hope each company built its own kindergarten to take care of the children by shift so as for their parents not to be distracted at work”.
The North Thang Long Industrial Park has a kindergarten built by the Hanoi government where children of the IP workers can be kept at a fee of 500,000 VND (20 USD) per child a month. However, the kindergarten fails to meet the demand as it is capable of caring about only 300 children. North Thang Long IP is a rare example as most other IPs and EPZs lack entertainment space, especially public parks for workers. Le Van Tung, workers of Hoya Glass Disk Vietnam Company said: “We lack a park and a free entertainment site for workers. When getting out of work, we have to look for recreational means on our own at very high cost, so going to movie theaters or playing football are something we cannot afford regularly with the average income of VND 5 – 5.5 million/person/month or roughly 200 USD).
Appropriate policies for workers’ entertainment facilities creation
Currently, Hanoi has 8 IPs and EPZs with a total number of over 144,000 workers from various provinces and cities. North Thang Long Industrial Park (Dong Anh) makes up half of that number with 61,000 workers, of them 40,000 from Thanh Hoa, Nghe An, Ha Nam and Hung Yen provinces. The rest are Hanoians but most of them reside far away from the workplace. To meet their recreational needs, the municipal government has built several cultural and sport facilities. In addition, the industrial parks and the companies have created multipurpose halls, sport fields and libraries for workers. However, due to the intensity of labor and frequent overtime work, the demand for physical and spiritual life of workers also decreases.
According to To Hien Huan, the Head of Administrative Department of the Social Housing Development and Management Enterprise, his Enterprise now manages 24 five-storey buildings housing over 5,000 workers, four 15-storey buildings housing 448 households. The house rent for a household is the same as for single people (VND 120,000/person multiplied by the designed number of people/room). In the past time, the enterprise in collaboration with Hanoi city’s government have built apartment building with modern equipment to provide shelter for hundreds of thousands of workers. In addition to material life care, the company delivers newspapers to workers daily. On the occasion of Tet holidays , it organizes cultural and music activities; company workers enjoy periodical health checks and legal consulting. “A good recreational facility will increase competitiveness, thereby reducing job quit, Huan said.
