As of the end of April, 11 ministries and agencies have joined the Viet Nam National Single Window (NSW), addressing 1.13 million administrative documents from 20,800 businesses, according to the General Department of Viet Nam Customs.
From January 1 to April 15 alone, as many as 230,580 documents from 2,500 businesses were processed through the NSW.
Viet Nam is exchanging with other ASEAN nations to upgrade the portal to serve for piloting ASEAN Customs Declaration Document (ACDD) data and continue exchanging C/O form D with four nations including Indonesia, Malaysia, Singapore and Thailand.
Ministries having multiple administrative procedures connected to NSW are the Ministry of Agriculture & Rural Development with 13 procedures; the Ministry of Transport with 9 procedures, the Ministry of Industry & Trade with 6 procedures, and the Ministry of Health with 5 procedures.
Following the request of the National Steering Committee, General Department of Vietnam Custom has step up effort in removing and simplifying administrative procedures, as well as expanding the NSW coverage at sea ports.
Consequently, General Department of Vietnam Custom has agreed in principle with the Ministry of Transport and the Ministry of Defense on mechanism and criteria for information subject to NSW application at seaport; implementing administrative procedures under road transport through NSW with the Ministry of Transport (60 administrative procedures); coordinating with the Ministry of Agricultural & Rural Development on developing 02 new administrative procedures under the field of animal feed.
From January 1 to March 15, the total number of C/O form D sent from Viet Nam were 8,641 (667 sent to Singapore; 1,898 sent to Malaysia; 965 sent to Thailand; 5,101 sent to Indonesia). The total number of e- C/O forms D received from the ASEAN countries was 18,052.
A single window system allows trade and transport-related parties to declare information and documents in standardized form once at a single location to complete all legal requirements concerning import, export and transit (regarding cargos, transport means and passengers.)
The NSW system is expected to accelerate the pace of customs clearance, thereby improving trade effectiveness and competitiveness. Vietnam and other ASEAN nations have agreed to work out a NSW customs clearance mechanism by 2010 to achieve the Asian Single Window (ASW), which will link all NSWs to enhance economic and trade development in the region.
The NSW system is expected to accelerate the pace of customs clearance.
