Hanoi achieves important progress in Party and political system building
After one year of implementing Program 01-CTr/TU of the 16th Municipal Party Committee, Hanoi witnessed significant progresses in political and ideological work, transparency in personnel affairs, drastic effort to reduce the size of workforce, restructure the apparatus and increase inspection and supervision.
Program 01-CTr/TU aims to increase leadership, competitiveness of Party units, and quality of officials, Party members in the Party units; further implement Resolution of the 4th Party Committee to create significant progress in Party building and rectification; build strong, transparent political system at all levels in the 2016-2020 period. It is considered the core program among eight work programs of the Municipal Party Committee to implement Resolution of the 16th Party Congress of Hanoi. Therefore, the Municipal Party Committee promptly collects feedback and gives instruction on the program.
Based on the plan of the Steering Committee for Program 01-CTr/TU, Party units, agencies and bodies released projects to improve Party building and enhance performance and management of the political system, such as project on improving model, content and method of Party unit of corporations under the Municipal Party Committee in the new context.
The Steering Committee for Program 01-CTr/TU directed Party units of the Municipal Party Committee to act as advisors in building Resolution 15-NQ/TU dated July 4, 2017 on increasing the leadership of the Party to receive citizen and handle complaints and denunciations, and established steering commision led by Municipal Party Committee Vice Secretary. After the establishment, the Steering Committee checked complaint and denunciation cases, listed 82 cases for further instruction, and urged units to settle 45 remaining cases. That contributed to handling complicated cases and minimizing black spots.
The Hanoi Party Committee’s Inspection Commission, Propaganda and Education Commission, Mass Mobilization, social and political organizations increase their effort to complete projects on realizing Program 01-CTr/TU, focusing on political system at grassroots level. Steering Committees of Party unit of districts, suburban districts and towns and subordinate Party units proactively make around 300 projects at grassroots level. This is a new point in the 2015-2020 period.
After implementing the program in last year, Hanoi saw remarkable progress in Party and political system building. Political and ideological work had development, especially in popularization of Party Congress resolution, policies and mechanisms of the Party, the State and the city. So far, Hanoi has successfully arranged apparatus of city’s agencies and units, and reduced 59 sections, 130 administrative units under departments, 27 project management boards, and two funds.
People’s Councils at all levels witnessed significant progress. Supervision was increased, focusing on burning issues, such as land management, traffic safety and order, and parking. Quality of People’s Council congresses was improved towards democracy and practicality.
Management of People’s Committees at all levels was increased; persons in charge, assignment, process, responsibility and efficiency were specified, and more authority was transferred to the grassroots. City government also increased administration reform, especially application of information technology and public services at level 3 and level 4 to improve business, investment environment and create favorable condition for organizations and citizens. Performance of Fatherland Front and social, political organizations were improved; quality and efficiency were increased, along with supervision and social feedback for Party and government building.
Apart from the development, the Steering Committee points out shortcomings, such as limited capacity for leadership and competitiveness, lack of drastic effort to assess, plan and develop contingent of officials at commune level and village level.
Based on the outcome, the Steering Committee gave nine missions for the next year, focusing on building projects to implement the program soon, building strong, transparent Party units and rectifying the low-performance ones, developing criteria, and handling problems of political security, social safety and order; developing criteria to assess Party units, grasping public opinion and giving proper orientation, conducting inspection, and supervising the situation.
