Hanoi achieves rural development goals
The capital city met all the criteria in Decision No. 321/QĐ-TTg to complete its rural development goals for the period 2021-2025.
THE HANOI TIMES — Prime Minister Pham Minh Chinh has recognized Hanoi for achieving national goals for new rural development in 2024, marking the capital city's decade-long efforts in transforming its farming communities.
The recognition is outlined in Decision No. 1226/QD-TTg signed on June 22, confirming Hanoi's fulfilment of all eight criteria under Prime Minister Decisions No. 18/2022/QD-TTg and No. 03/2024/QD-TTg, which establish rural development standards for the 2021–2025 period.

This achievement validated Hanoi's ongoing commitment to modernizing its rural areas by investing in infrastructure, promoting sustainable agricultural practices, and preserving its cultural heritage since launching the national rural development program over a decade ago.
Over the years, 18 out of Hanoi's 30 districts and towns were home to rural communes. From 2010 to the end of 2024, the city allocated VND183.7 trillion (US$7 billion) to the program, including VND162.8 trillion (US$6.2 billion) from the state budget and the remainder from private and community sources.
Since 2019, Hanoi has led the country in the One Commune, One Product (OCOP) program with 3,317 items, accounting for 21.3% of the national total, and established more than 1,500 interprovincial and 160 internal safe food supply chains to serve its 12 million residents.
Currently, 100% of Hanoi's communes and districts have met the new rural standards, with 229 communes and five districts achieving advanced-level recognition. Districts such as Dong Anh, Thanh Tri, Gia Lam, and Hoai Duc have become model areas for rural modernization, contributing to Hanoi’s vision of building modern, civilized rural communities aligned with sustainable urbanization goals.
At a city meeting on June 12, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen said Hanoi aims to boost rural living through high-quality agriculture and eco-urban growth, keeping its agriculture among Vietnam’s top three.
The recognition not only marks a significant achievement for the capital’s rural areas but also adds momentum as Hanoi moves toward higher development goals for the 2025-2030 period, in line with Vietnam’s socio-economic development strategy.
