The city is deploying the centralized monitoring center and smart traffic and travel system.
This morning (December 4), the 5th session of the Hanoi People's Council begins. One of the meeting contents is to approve the proposal for adjusting information technology application purpose in the operation of State agencies in the 2016-2020 period, aiming to turn Hanoi into a smart city.
With the focus on people living, Hanoi has implemented many technology applications in management and service delivery to the people.
Specifically, the city has piloted the application of searching and paying car parking fee via telephone (Iparking) and will deploy in all districts in the coming time.
As of December 31, Hanoi's traffic map system will provide information on traffic and public transportation conditions for residents and visitors.
A database of 7.5 million citizens has been developed to implement applications and services for citizens, businesses and city administration.
The online enrollment system including over 2,700 schools. The online enrollment rate of all three levels reached over 70%. Also in 2017, the city has implemented a system of electronic records on studying results and assessment in about 700 schools.
The portal also provides information on conditions of air, water environment in West Lake, rainfall and flood map.
Smart operating system
In 2017, Hanoi began to build some smart operating systems.
Centralized monitoring center of the city has 6 main functions: monitor – control of traffic and public security; administration of emergency response information; supervision of information security and technical assistance; data collection and analysis; information on support citizens and public services; information on media and press.
Smart transportation system is expected to be established with eight functions: traffic map; public passenger transport; security, fire prevention and fighting control and rescue; nonstop fee collection system, traffic regulation, traffic restriction in areas with risk of congestion and environmental pollution.
Smart travel system includes seven functions: integrated data warehouse for tourism; digigal tourist map; travel portal and mobile application; big data analysis system (Big Data) for intelligent travel forecasting; public wifi; tourist information search and emergency support system and terminals at 5-star hotel.
In addition, the city continues to create intelligent systems in other fields such as health, education, energy and environment ... The municipal goverment aim to build digital traffic maps to meet the smart city administration purpose.

Hanoi Department of Information and Communications is preparing to plan numbers to provide information to people and enterprises in form of telecentre and social networking, in association with the establishment of a centralized monitoring and administration center including:
Numbers for receiving, processing and providing information related to public administrative services and urgent issues (expected is 1024); Numbers for supplying public service with charge and fees paid via telecommunication networks (expected is 9556); Numbers for integrated emergency call (112).
