Hanoi has many advantages to build creative urban areas

With the rapid population growth, Hanoi has implemented plans to build satellite urban areas, taking the criteria of smart urban as the target.

The master plan for the construction of Hanoi city up to 2030 with a vision to 2050, which focuses on building smart urban areas adjacent to the core city, is a good starting point for Hanoi to build creative urban areas.

A platform from a smart city

According to architect Hoang Huu Phe from the Vietnam Urban Planning and Development Association, in the process of formation and development, each capital has its own characteristics. Some capitals are only pure political - administrative centers and others are political-economic centers, with financial resources that is not dependent on the state budget. Hanoi is one of the typical capitals with financial autonomy.

As a political-economic center, Hanoi has been expanded to meet the needs of development in the trend of globalization. With the rapid population growth, Hanoi has implemented plans to build satellite urban areas, taking the criteria of smart urban as the target. At present, Hanoi is accelerating the deployment of a creative urban area along Nhat Tan - Noi Bai road axis, as the nucleus connecting other satellite urban areas.

Architect Hoang Huu Phe said that creative urban areas will help attract high-tech investors to create smart products to serve people’s lives and the authority’s management in a more effective way.

He added that people will create smart tools to operate public transportation, handle environmental problems and waste, make it easier for people to interact with the authority, then the economy will develop faster and more sustainably.

Urban management expert Dinh Quoc Thai asserted that only in places with adequate facilities to work would attract talented people, adding that smart cities would be "magnets" to attract high quality human resources and the foundation for building creative urban areas.

In addition to the Hoa Lac hi-tech park, the north of Hanoi holds potential for construction of creative urban areas. Besides a smart city project along Nhat Tan - Noi Bai road, there are several large projects involving leading corporations in the country and the world, such as Vingroup, Sungroup, Sumitomo (Japan).

A creative urban area is located in the smart city and developed in modern and multi-functional direction. It is not only a place to attract high quality human resources, but also to create more jobs for the city’s residents as Hanoi's population is growing, with massive migration. In addition, a creative urban area also ensures people’s life quality, with harmony between natural environment and urban architecture.

According to architect Do Anh Minh from the Vietnam Urban Association, Hanoi has full conditions for building smart city and creative urban areas, from the planning, land, investors, investment capital, etc.

Minh said one of the most important solutions to implement now is developing database for planning management and related issues, such as land use management, investment capital, infrastructure, adding that one of the most dilemmas in smart city building is investment capital.

Smart cities cannot be built with just state budget. Thus, the government should attract large urban development projects in the form of BT, BOT, bond issuance or real estate investment policies, so that the projects can be implemented faster and with higher economic efficiency, Minh noted.
