Hanoi taps AI, digital data to safeguard consumer rights
Hanoi will expand the use of artificial intelligence (AI), big data and digital platforms to strengthen oversight, support consumers and improve accountability.
THE HANOI TIMES — The Hanoi People’s Committee has issued a plan to roll out technology-based consumer protection measures across the city for the 2026–2030 period.

Under the plan, consumer protection measures will be aligned with Party guidelines, state laws, national and local development strategies to ensure consistent implementation across sectors.
The city aims to implement consumer protection measures in a coordinated and unified manner from the central to the local level.
In the context of stronger decentralization, the plan emphasizes clear assignment of responsibilities and authority among government levels, along with enhanced coordination, data sharing, monitoring and performance evaluation to ensure tangible results.
Hanoi will step up the application of modern technologies such as artificial intelligence, big data and digital platforms in state management, consumer support and oversight of business practices to improve accountability and service quality.
Consumer protection policies and models will also promote sustainable and environmentally friendly consumption. These efforts are expected to support economic growth while reducing environmental impacts, improving quality of life and contributing to global climate action through reduced resource extraction, stronger recycling and reuse, and longer product life cycles.
Key goals include further strengthening the legal framework for consumer protection and operating at least one consumer advisory and support hotline. Each year, the city plans to take part in at least one event, competition, or knowledge-sharing activity focused on digital consumption and green consumption models.
All political and social organizations and associations in the city are expected to engage in public outreach, awareness raising, and skills training related to consumer rights.
Hanoi will also organize activities marking Vietnam Consumer Rights Day and at least two large-scale public events each year that encourage direct interaction among consumers, authorities, organizations, and businesses.
The city plans to publish regular consumer protection content on at least one major social media platform each year and maintain a dedicated consumer protection section on an online news outlet, with a minimum of 50 related news articles published annually.
In addition, all officials and staff involved in consumer protection across the city, along with relevant political and social organizations, will take part in conferences, workshops, and training programs to strengthen professional capacity and share practical experience in safeguarding consumer rights.
