Hanoi makes effort to comprehensively reform ethnic affairs

Vice Chairman of Hanoi People’s Committee Nguyen Van Suu yesterday chaired the conference to assess its implementation of ethnic affair policies in the 2011-2015 period, strategies on ethnic affair until 2020 and Directive 28/CT-TTg dated September 10, 2014 of the Prime Minister.

Over the past five years, Hanoi Capital sees significant changes in economy, culture, society, security and defense in ethnic minority areas. People’s life is improved significantly; structure of the economy is changed towards increasing proportion of tourism, service, small and craft industry; attention is paid to investment of socio-economic structure. Hanoi expected for further support of the Government’s Committee for Ethnic Minority Affairs to enhance state management, ensure rights and life of ethnic minority people.

Hanoi has launched policy on stabilizing prices of prime products and improves 18 markets in Ba Vi, My Duc, Thach That, Chuong My districts with total investment of VND 17.8 billion. Over VND 1,8 billion is spent on incentives for healthcare employees in the areas in especially difficult circumstances. Doctors are assigned to all clinics; all households have health insurance and enjoy free medical checkup.

In terms of education, the Capital spends VND 29.9 billion on incentives for teachers, education managers in especially disadvantaged areas. From 2010-2011 school year until 2013-2014 school year, 16,623 students received city’s support; total expenses are VND 5.5 billion. Apart from incentives, Ha Noi launches policies on information and communications, and helps grassroots level radios improve equipments to serve people’s need.

From 2011 to 2015, 8,588 ethnic minority households receives loans with total amount of over VND 160 billion. Policies are implemented comprehensively and promptly; poverty reduction sees significant progress, and poverty rate is decreased remarkably. Ethnic minorities also receive support for development of agricultural economy; six among 14 communes have advanced livestock model.

The City also pays attention to cultural life of ethnic minorities in the area. More and more ethnic families are recognized as Cultural Family. Effort is increased to protect, preserve and promote their cultural identities. Popularization of law is conducted among rural people and ethnic minority people, along with free medical examination, heath advisory and medicines for poor households and youth in difficult circumstances.

Delivering speech at the conference, Vice Chairman Nguyen Van Suu urged city’s units to implement Plan 138/KH-UBND dated July 15, 2016 on developing society, economy in ethnic minority areas in the period of 2016 to 2020, and ensure policies on ethnic affairs. He also asked the Authority of Plan and Investment and Department of Finance to mobilize resources and ensure capitals for implementation of the tasks, while the Committee for Ethnic Minority Affairs cooperate with other authorities and districts to perform their tasks.
