Hanoi concentrated on accelerating clean water projects and expanding ten water supply network projects in the first quarter of 2023.
According to the municipal People's Committee, over the past three months of 2023, Hanoi has experienced many favorable urban management and development changes.
Furthermore, attention has been given to accelerating housing development and maintaining urban infrastructure.
Accelerating the completion of drainage and wastewater treatment projects and tap water delivery
The city's total clean water supply has increased to about 1.5 million cubic meters per day, meeting all of the water needs of the urban population, while the water supply network for 27 communes has been finished, allowing 85% of the population in rural areas access to clean water.
Hanoi has concentrated on accelerating clean water projects in the first quarter of 2023 and expanding 10 water supply network projects in 2022-2025, including one project for the mountainous residential areas in Ba Vi District.
Additionally, Hanoi has urged drainage units to manage, maintain, and run wastewater treatment facilities and the drainage system to ensure drainage and avoid flooding in the inner city.

Housing development and real estate market are promoted
From 2021 to 2025, Hanoi has issued a housing development plan to continue finalizing the city's regulations for rehabilitating and constructing apartment buildings.
The first quarter saw the completion of two housing developments totaling more than 61,000 square meters and two resettlement projects spanning almost 25,000 square meters.
To ensure dwellers' safety and environmental sanitation, Hanoi's authorities have also reviewed dangerous and outdated villas constructed before 1954 that must be renovated and restored. They have also reinforced quality management for citywide construction projects.
Seven inspections on the administration and use of apartment buildings in the city were performed by Hanoi. Administrative violations in construction activities were dealt with, and a total fine of VND450 million (US$19,177) was imposed.
Expanding the area of trees, lighting system and environmental sanitation
The city of Hanoi has released a strategy for managing urban trees and planting 3.5 million new trees between 2021 and 2025. In urban areas, 500,000 of them will be planted.
To ensure public safety during the rainy and stormy season of 2023, the city has also made plans to respond to a number of natural disasters, remove dangerous trees, replace some damaged lighting poles, and improve the urban lighting system.
Additionally, the plan for burying communication cable lines will be expedited while maintaining the environment of underground passageways.
The rate of waste collection and transportation in the first three months was nearly 100% in urban areas and 90% to 95% in rural areas, guaranteeing environmental sanitation in the city. To ensure proper waste management in the city, the Soc Son Waste Power Plant project has also been sped up.
Enhancing land, mineral, and resource administration
According to the terms of the Land Law, the Hanoi People's Council released a resolution on March 10 detailing the list of lands that would be requisitioned in 2023 and the land use plans for 30 districts.
Furthermore, Hanoi has made decisions regarding the recovery, allocation, leasing, and change of land use for 51 land plots totaling 25.6 hectares.
Hanoi's emphasis on the issue of land use right certificates has been on removing challenges and barriers in the process of granting land use right certificates. Approximately 1.7 million land plots in residential regions need to be registered and given certificates for the first time while more than 1.6 million land plots have received certificates and have been documented, exceeding the city's goal by 99.6%.
