Hanoi sets target to be Vietnam's leading political, administrative center

The Hanoi People’s Committee has recenty organized a conference on amending administrative boundaries of Hanoi, performing the task of socio-economic development, national defense and foreign affairs in the 2008-2018 period and direction for the next key task.

According to report of the Municipal People’s Committee, after 10 years of expanding administrative boundaries, Hanoi witnesses economic growth (7.41% per year on average), and still is one of the two leading cities in the field of economy of Vietnam.

Traditional culture values, good customs and habits are maintained and promoted. The 1,000 year anniversary of foundation of Thang Long - Hanoi was organized successfully, and impressed Vietnamese people as well as international friends. Social welfare is ensured. 8,211 houses of national contributors were built or renovated; further support will be offered to help 4,046 poor households build or renovate their houses.

After expanding administrative boundaries, the city promptly paid attention to supplying power to the areas without electricity, and renovated 5.523 degraded classrooms. Education facilities are standardized; 62% of public schools meet national standard. Many advanced techniques in medical diagnosis and treatment are put into practice. Application of information technology is enhanced in the fields of education, health care, urban management and public service management.
Urban construction and management, environmental sanitation are conducted effectively with a number of programs, such as One Million Trees, rural water supply, urban and rural lighting, and lake improvement. Many modern new urban areas are being constructed. There is a number of ring roads, routes and bridges, creating a comprehensive traffic system.
Rural infrastructure receives further investment; 176.17% of communes meet standard of new-style rural area, the highest rate nationwide so far. There are significant progress in urban and rural landscape, creating a new image of Hanoi after 10 years of development. Political security, social order and security are maintained; foreign affairs are enhanced and extended.
Apart from the development, the Municipal People’s Committee pointed out shortcomings after 10 years of expanding administrative procedures. Accordingly, economic development does not match the city’s potentials and strength; quality, effectiveness and competitiveness are low; the city does not bring all strengths into full play yet; land resources and public assets are used inefficiently; modern technology is not applied comprehensively to develop production. Planning, construction and urban development fail to meet requirements.
There are also shortcomings in land management and public construction order. Renovation and improvement of old apartment buildings experience slow progress. Production establishments causing environmental pollution, hospitals, universities and clinics are not moved out of urban area yet. 
Social, cultural development does not satisfy the increasing demand of industrialization and modernization processes, and does not match the role of Hanoi. There are still shortcomings in building cultured lifestyle, discipline and urban civilization. Tourism products do not receive proper investment. Education and training witness slow progress in several fields. Health care and food safety and sanitation are limited.
There are complicated movement in crimes and social problems; social order and safety in several localities and units are not maintained well. Quality and effectiveness of cooperation and foreign affairs is limited.
According to Vice Head of Standing Commission of Central Economic Sector Cao Duc Phat, over the past 10 years, Hanoi has handled a huge workload, and successfully performed socio-economic development tasks. As a result, infrastructure is improved, creating a new image of the capital city. Economy maintains a good growth rate. Rural area show significant development. Social and cultural affairs witness many progresses; security and order are maintained. Political and foreign affair events are organized successfully and safely.
Cao Duc Phat suggested that Hanoi should highlight the fulfilled tasks, especially urban planning and infrastructure development towards new vision, and point out shortcomings when amending the administrative boundaries. The city should give assessment on quality of planning, establishment of functional zones in urban area and development of satellite urban areas. 
Furthermore, he asked Hanoi to indicate shortcomings in policies and show the obstacles which are hindering implementation of the policies, thus creating favorable conditions and easing difficulties for further development.
