Hanoi to build a comprehensive and effective urban government

Urbanization trends are taking place strongly in the world and in Vietnam. Renovation in organizing and operating urban government is an important task, always paid attention to by the Vietnamese Party and State.

The pilot of urban government in Hanoi city is very necessary. Therefore, the capital's leaders are making efforts to complete the pilot scheme of urban government in Hanoi and it is expected to pilot this model from early 2021.

The Hanoi Party Committee on August 10 held a workshop to collect opinions from districts and towns for the draft of the pilot project on urban government.

Chairman of the People's Committee Nguyen Duc Chung, Head of the city's Party Personnel Committee Vu Duc Bao, Director of the municipal Department of Internal Affairs Tran Huy Sang presided over the workshop. Nearly 500 delegates who are key officials of the Party committees and authorities of 10 districts and communes, wards and towns in Hanoi city attended the workshop.

Addressing the event, Chairman Nguyen Duc Chung said that Hanoi is the political, administrative, economic and cultural center of the country. The capital plays a special important role in the entire political system. At the mean time, Hanoi is also a big city with high population density.

Hanoi’s urban area possesses technical infrastructure that has been basically built in a consistent and relatively complete manner, regardless of administrative boundaries of districts, wards. Rural and urban areas are no longer hampered by geographical distances, Chung said.

Rapid urbanization is taking place in the districts and communes. Economic, cultural and social activities as well as people's livelihoods are intertwined between urban and rural factors and growing in the direction of urbanization, Chung added.

With the growing urbanization trend in the world and in Vietnam, the deployment of the e-government model, the Fourth Industrial Revolution and the formation of smart cities are now leading to drastic changes, Chairman Chung stated.

In addition, the Politburo has agreed to allow Hanoi to pilot the management under the model of urban government in the districts, keep strengthening the rural government in accordance with the law, Chung stressed.

Therefore, implementing the pilot project of Hanoi urban government model is necessary and important in raising the efficiency and effectiveness of state management in Hanoi urban government, that is suitable with the capital’s socio-economic development in the time ahead, Chung added.

 Chairman Chung emphasized that the goal of the project is to study, propose a pilot model of urban governance organizations in Hanoi, which has vision to become a special city. In particular, focusing on the model of government organizations in Hanoi’s urban areas (districts, towns and wards) and continuing to renovate and consolidate rural authorities (districts, communes, towns).
