According to the Hanoi Steering Committee, those targeted for the survey include individuals working in agriculture, forestry and fisheries; households involved in these activities; farms; and enterprises and cooperatives operating in these sectors, as well as commune-level People's Committees.

The survey will cover the current status of agricultural, forestry and fishery production, the situation in rural areas, and demographic information on the rural population. The methodology combines complete enumeration with sample surveys.

Periodic indicators will be based on data generated over 12 months preceding the survey date, or on official data from 2024.

Data will be collected at each survey site for up to 30 days, from July 1 to July 30.

This information will be used to compile national and socio-economic indicators to analyze trends and formulate plans and strategies for rural development, the agriculture, forestry and fisheries sector nationwide and in Hanoi.

The census results will inform research into the size and structure of the rural labor force and labor in agriculture, forestry and fisheries, changes in rural infrastructure, the implementation status of key national programs in rural and agricultural development, and international comparisons of rural and agricultural indicators.

In addition, the census will contribute to developing a comprehensive database on rural areas and the agriculture, forestry and fisheries sectors, serving as a basis for in-depth research and providing a sampling frame for annual surveys and meeting other statistical requirements.
