Hanoi to focus on effective management and use of residential high-rise blocks
The Hanoi People’s Committee released Official Letter No. 1267/UBND-DT on March 27, strengthening the effective management and use of residential high-rise blocks in the Capital city.

At the mean time early completing grassroots-level political systems, Party organizations of villages, residential areas, cultural regulation in residential high-rise blocks of flats according to the Scheme No. 06-DA/TU dated September 24 of the Hanoi Party Committee and Decision No. 50/2013/QD-UBND dated November 18, 2013 on granting organizational and operational regulations of villages, residential areas in Hanoi.
Plus, the Hanoi People’s Committee asks investors, units managing and operating apartment buildings to cooperate with local police forces to ensure security and order.
Additionally, People’s Committees of districts and communes, police forces in localities are tasked to urgently settle documents relating to registration of temporary and permanent residence; granting certificates of land use rights, house ownership for residents.
Investors of residential high-rise blocks of flats are responsible for making dossiers and cooperating with units under the Municipal Department of Natural Resources and Environment, Divisions of Natural Resources and Environment in districts, towns to accelerate the progress of granting certificates of land use right and house ownership as stipulated by law.
Beside urgently repairing buildings, apartments and public areas, electrical systems, water supplies, elevators, fire prevention and fighting systems which are damaged or degraded; handling legitimate aspirations of the residents in resettlement housing and social apartments so as to create the best conditions for land clearance; organizing conferences to select Management Boards of apartment buildings as stipulated by law.
