This is part of activities to create favorable conditions for traditional craft villages to introduce ornamental trees, flowers, and craft products. At the mean time, market flowers aim to satisfy shopping and entertainment demand of the locals, domestic and foreign visitors for the upcoming Lunar New Year.

The Department of Industry and Trade is in charge of performing following tasks:
Publicizing the list of market places; conducting popularization of the flower markets on mass media; guiding the People’s Committees of districts, suburban districts and towns how to prepare and realize plan on managing, organizing the flower markets in areas under their management.
Cooperating with the Department of Transport, Department of Construction, Police Department, Police Department of Fire Fighting and Prevention, and People's Committees of districts, suburban districts and towns to conduct inspection, check the organization, management and operation of the flower markets for Lunar New Year according to regulation.
Based on their function, mission and approved list of flower markets, the Department of Transport, Police Department and Police Department of Fire Fighting and Prevention shall prepare and realize plan to arrange traffic flows, maintain traffic safety and order, prevent fire and explosion, and prevent traffic jam in the market places. They also prepare measures to respond to special cases.
The Department of Construction, Department of Natural Resources and Environment instruct funtional units in cooperation with People’s Committees of districts and towns to prepare and implement plan on lighting system and waste collection, thus maintaining environmental sanitation and urban landscape in the flower market places.
The People’s Committees of districts, suburban districts and towns promptly make plan, establish management boards of the flower markets, increase leadership, conduct supervision regularly to check operation of the markets, and guarantee that the markets operate with the right purpose in accordance with the plan approved by Hanoi People’s Committee.
They also prepare plan to mobilize forces, giving tasks, providing guidance, conducting popularization and checking operation of the markets to ensure security, traffic safety and order, and environmental sanitation. People’s Committees of communes and wards proactively cooperate with authorities and forces to manage the flower markets throughout the opening times, and take drastic measures to eliminate illegal markets.
