The city will develop a modern, synchronous grassroots information network by 2025.

By 2025, 100% of the information staff at the district and commune levels in Hanoi will be trained online in professionalism and the application of technology to exploit and compile documents, information storage, management, and operation of modern technical equipment.

This is one of the goals in the implementation plan of the Strategy for the development of grassroots information in the 2022 - 2025 period in the capital, which has been issued by the Hanoi People’s Committee.
According to the plan, the city will develop a modern, synchronous grassroots information network, ensuring connection and uniformity from the central government to the city, district, and commune levels.
This network ensures the provision of multi-disciplinary, multi-faceted, and interactive information, and responds quickly to the impacts of natural disasters, diseases, and environmental disasters on socio-economic life.
Regarding the goals of developing a modern grassroots information network at the commune level, Hanoi strives that by 2025, 100% of communes, wards, and towns will have an operating radio system reaching villages and residential areas.
All communes, wards, and towns will have information websites and giant electronic boards (LED or LCD screens) which are connected to the city information system to disseminate essential information and interact with people.
By 2023, the city will establish a source information system, which is connected with the central source information system run by the Ministry of Information and Communications.
By 2025, 100% of city and district departments and branches will provide essential information in the fields under their jurisdiction as the official information source.
The city will also promote the digital transformation of grassroots information activities. By 2025, 100% of wired and wireless FM radio stations will be converted into digital radio stations.
To accomplish the above objectives, the city will focus on three groups of tasks including developing technical infrastructure for a modern grassroots information network, modernizing the production of communication content, and developing human resources for grassroots information work.
