Hanoi's people and businesses will be the driving force behind the city's digital transformation.
Hanoi will lead the country in the digital transformation toward smartness and modernity, creating conditions for fast, efficient, and sustainable economic growth, said the Director of the Hanoi Department of Information and Communication, Nguyen Viet Hung.
This marks one of the key achievements for Hanoi since the city's administrative boundary expansion 15 years ago.
Hung told The Hanoi Times that about 80% of the adult population has a smartphone in the capital city, and half of them have a digital signature. Meanwhile, 70% of people of working age have been trained in basic digital skills, and 90% are covered by electronic health records.
Regarding the digital government, he said Hanoi's goal is to build modern information technology and digital infrastructure; all administrative procedures should be conducted online, especially on the occasion of marking 15 years of its boundary adjustment.

"Hanoi is expected to become a smart and modern city by 2030. Building and developing digital government in agencies is an important task. Hanoi's people and enterprises will be the driving force to implement digital transformation in the city," Hung said.
Residents are the beneficiaries
According to the director of the municipal Department of Information and Communication, Hanoi has realized that digital transformation is an opportunity that brings equality and benefits to all social strata.
Cau Giay District has recently introduced a chatbot with an artificial intelligence application to minimize the need for more than 300,000 citizens in the area to appear in person to conduct administrative procedures. So far, up to 90% of administrative procedures have been completed online.
Tran Viet Ha, deputy chairman of the Cau Giay District People's Committee, told The Hanoi Times that the use of the chatbot not only reduces the government's workload, but also saves costs and minimizes people's travel time and effort. At the same time, the information provided by the government to the people will be more transparent.
Hanoi's digital transformation process has also improved people's convenience. In education and training, the city maintains and implements online enrollment for preschool, 1st grade, and 6th grade. The electronic contact book system provides parents with complete and free information about their children's school grades.
In the agricultural sector, people can access the website "check.hanoi.gov.vn" to trace the origin of agricultural, forestry, fishery, and food products through the traceability system. Scanning QR codes of products with smart mobile devices helps ensure consumer safety in shops in Hanoi City.
Ha said more than 2,000 Community Digital Technology Group members have regularly educated local people on the benefits of digital transformation. This force will help people use convenient online services such as the National Public Service Portal and the Hanoi Public Service Portal, use online public services and digital services, and interact with the government via digital platforms.
