Highlights from President Quang's visit to Japan
Vietnamese President Tran Dai Quang`s recently-concluded visit to Japan has helped strengthened the bilateral strategic relationship which is considered at its best phase.
President Tran Dai Quang, his spouse along with a high-ranking Vietnamese delegation wrapped up a five-day state visit to Japan on Saturday.
The trip marks its historicity, taking place when the two countries are celebrating the 45th anniversary of diplomatic relations, while the Vietnam-Japan Strategic Partnership is in a good, strong and practical development path.
Concluded successfully, the trip is believed to pave the way for the political trust, close ties between Vietnam and Imperial Family, Government, National Assembly and political and economic leaders of Japan to be enhanced. It will also usher in a new period of development in the bilateral ties towards a more intensive and effective ties.
Some highlights drawn from the trip fuel the belief.
The warm reception given to Vietnamese leader by Japanese Emperor, Empress, Imperial Family and Government is among the trip's hight points. They welcomed President Quang with the highest ceremonies for a foreign leader. Specifically, the Emperor and Empress jointly attend with President Tran Dai Quang in four key events including the hosting ceremony, the state banquet, the farewell ceremony and especially in a ceremony to mark the 45th anniversary of the bilateral relations.
During the trip, both sides signed and exchanged four cooperation agreements in the fields of environment, construction and training, 17 investment licenses and cooperation deals between businesses and localities in aviation, retail, agriculture, information technology, energy, support industry worth nearly US$2 billion.
Also at the meetings and talks within the trip, Japanese leader highly valued Vietnam’s role in the region and showed the support for Vietnam’s stance on the East Sea issue.
While affirming the need to ensure peace, security, navigation and aviation freedom and safety in the East Sea, President Quang and Japanese Prime Minister Shinzo Abe in their talks on 31 May agreed to promote the peaceful settlement of disputes without the use of force or threat to use force, and the stringent respect for international law, especially the 1982 UN Convention on the Law of the Sea (UNCLOS).
They also underlined the importance to respect diplomatic and legal processes, fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), and striving to reach a framework of a Code of Conduct in the East Sea (COC) in a practical and effective manner. PM Shinzo Abe affirmed Japan’s shared view on the East Sea issue. “Japan will support diplomatic efforts of Vietnam”, he said.
The leaders concurred to enhance bilateral trade, aiming to double trade and investment values by 2020 as compared with 2014.
Another highlight of the trip is a conference on promoting investment in Vietnam with the attendance of more than 700 enterprises from both nations; where Japanese economic insiders spoke highly of political stability, socio-economic performance, investment environment and human resources and described the country as a reliable and potential partner of Japan.
Speaking at the event, Japan’s State Minister of Economy, Trade and Industry Yoji Muto said that 70% of Japanese firms operating in Vietnam want to expand and do long-term business, invest in the equitization of State-owned enterprises, build infrastructure, and partner in energy, high-tech agriculture and building an automated society..
The President and delegates also witnessed the launch of the Ha Noi-Osaka direct flight of budget carrier Vietjet Air, which will operate daily return flights from November 8 this year. With this milestone, Vietjet Air increased its total international routes to 45.
Also within the trip, both sides agreed to expand the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) to include more countries and regions for the future benefit of both nations, tightly cooperate with and support each other in regional and international forums for the peace, cooperation and development. Both sides also reached concesus on supporting efforts for peace in Korean Penninsula.
Leaders from both countries claimed their mutual support as the candidacy for a non-permanent seat in the United Nations Security Council (UNSC) in 2020-2021 for Vietnam, and 2023-2024 for Japan. The two countries will closely coordinate when Vietnam is the coordinating country for the ASEAN-Japan relationship from August 2018.
As Deputy Foreign Minister Le Hoai Trung said in an interview shortly after the trip: “2018 will start a new, effective and practical development period of the Vietnam – Japan extensive strategic partnership.”
Trung said both nations have enjoyed a fruitful relation in various fields, along with high level of political trust.
Japan is currently Vietnam’s leading economic and political partners, being the largest ODA donors, the second largest investor, and the third largest partner in tourism and fourth largest trade partner of Vietnam.
