Infrastructure developmentIn the academic year 2016-2017, the scale of training –education has significantly expanded with 2,600 facilities, more than 1.8 million students, 133,000 teachers and staffs. School network is expanded with improvement in infrastructure to gradually meet the demand for education for Hanoians and requirements of employers.

In 2016, Hanoi has the objective of building 75 schools at national standards, the verification process afterwards resulted in 105 schools, exceeding the original objective.
Improvements in infrastructure and equipment have created ideal conditions for students to focus on studying. Evidently, students in Hanoi have impressive records in national and international contests, with 146 prizes (11 golden medals), and at the top of the countries in terms of prizes quantity and quality in academic year 2016-2017.
Focus on training teachers
Besides infrastructure development, Hanoi has put attention on training teachers, which is seen as breakthrough and focus of the education transformation process, especially in high school level.

In 2016, Hanoi has spent 56 billion VND to train teachers, doubling the amount of last year. The training is focused on two factors: ethic and ability, especially with regard to English teachers. In compared with other provinces, requirements for English teachers in Hanoi are higher, with B1 certification for primary school teachers, B2 for middle school teachers and at least C1 for high school teachers.
Mr. Do said, in order for teachers to realize their potential, Hanoi has focused on 3 factors: know how to do it, have the condition to do it and want to do it. Besides, the Department also requests schools to improve training and sharing knowledge and experiences between teachers.
Parents – Decisive factors to improve quality
In addition to efforts from the city and Training & Education Department, parents’ investments for their children’s study is an important factor contributing to the top rank of Hanoi’s education system.
Indifferent to other parents, Mrs. Nguyen Thi Nga (in Thanh Xuan District) said, she would do everything for her children and invest in their studying. “Our children are invaluable. We can put aside our other needs to ensure our children having the best environmental study, so that they will have a better future and later contribute to society development. It is not only me but others also sacrifice for their children”.
Acknowledge the quality of Vietnam education in general and of Hanoi’s in particular, Mr. Andreas Schleichter of the Organisaion for Economic Cooperation and Development (OECD) said, during many competitions, including the propram for international student assessment (PISA), Vietnam has impressed the world with their students’ excellent records. Participating in PISA since 2012, out of 65 countries, Vietnam ranks 17th on math, 8th on science and 19 on reading. Particularly, Vietnam’s ranking in PISA is a lot higher than that of the US, England or Australia. “The success of Vietnam is coming from a focus teaching program and the investment in teachers. Besides, teachers also receive supports from parents and the society” – Mr. Schleicher stressed.
Sharing the same view, Mr. Javier Luque from Inter-American Development Bank said high expectation and parents’ investment in their children study have led to high quality education and high achievements in international contests.
