“I would feel uncomfortable making people wait”

She has also devoted time in quickly processing financial procedures, social benefits and policies for citizens. With this being said, Mrs. Loan is the core of the campaign promoting the image of Hanoi’s official being professional, dedicated and servant of citizens.

Citizens servant

After graduated from the Intermediate school of Finance in 1995, Mrs. Loan was assigned to be accountant at Xuan Dinh ward. Despite the hardwork, she determined to continue her study after works and graduated the University of Finance and Accountancy and University of Law a few years later with distinction. In her daily work of solving issues with regard to social benefits and policies, she always put the needs of citizens as her priority in all situations.  It is her understandings that financial management and consulting for leaders of the People’s Committee are complicated tasks, for which organizations, citizens and enterprises are given the utmost support for implementing investment projects in Xuan Dinh. At the same time, she had strictly complied with regulations and the government laws in practicing thrift and preventing corruption and wastefulness.

Following the Uncle Ho instruction of public staffs being the servant of citizens, Mrs. Loan alsways keeps her dedication and calm manner to serve citizens in any circumstances with professionalism. “Normally, in case of having necessary documents and in line with regulations, the request will be solved from 5-10 minutes without any delay” – Mrs. Loan shared. However, for many situations, she has declined requests for payment and asks applicants to review the regulations, in which may potentially cause a loss to the provincial budget. In these situation, she will explain and support citizens to finalize the documents in accordance with the requirements. Therefore, citizens with displeasures in the beginning have turned into respecting and liking the young accountant. In 20 years of being the accountant at Xuan Dinh ward, for many times she was criticized as inflexible and causing difficult for citizens. However, she explained: ” collecting and spending state budget require the carefulness and meticulousness, so that the fund will use in the most efficient way without wastefulness. As such, all required documents must be available for review, the work may be hard at first, but we will have no regret in the future”. 

After having worked with her, many understand her standpoint and agree with her working method.

Creativity and flexibility in works

From her experience and expertise, Mrs. Loan has many ideas applied into works. At present, some of her suggestions have been applied in Xuan Dinh People’s Committee, as well as the People Council since 2014, in turn saving time during operation with high efficiency, such as listing criteria for indexes in state management and unions in various fields and in phases.  After 20 years working, she still maintains her working styles in her daily works. “I would feel uncomfortable making people wait” – she shared. Therefore, inspite of how busy the work is, she and her colleagues are always in position to support citizens whenever they need. Due to high workload, she frequently has to work overtime or at the weekends. As such, it is not the workload she has completed but the acknowledge of citizens, the confidence of leaders and colleagues are things she is proud of.  

She still remember what some voters at Xuan Dinh ward said: ”We have been proved right in voting you to be the representative of the ward level - People Council for 2 consecutive terms”.

The Chairman of Xuan Dinh People’s Committee Tran Trung Tuyen said: It is her friendliness and closeness to the citizens that helps Mrs. Loan to have a deep insight, in turn efficiently consulting generation of ward leaders in financial management, but at the same time giving utmost support for investment activities of citizens, organizations and enterprises in the ward. She is also a role model in practicing thrift and preventing corruption, contributing in the effort toward a modern administration.
