It served as a banner to rally the country's intellectuals, writers, and artists for the Party-led revolutionary movement.
The outline identified three key principles - nationalization, scientification, and massification - that constituted the pillars for the development of Vietnamese culture.
Even today, the values of the Outline on Vietnamese Culture in 1943 remain valid, with enduring theoretical and historical importance, and continue to guide the construction and defense of the nation.
