On December 5, the 3rd meeting of Hanoi People`s Council XV has been opened to consider and evaluate the implementation on tasks of socio-economic development, security, defense, budget revenue and expenditure of the City in 2016; key solutions and tasks of the City in 2017.
The opening session saw attendance of Party Secretary Hoang Trung Hai; Chairman of Hanoi People’s Committee Nguyen Duc Chung; Chairman of Hanoi People's Council Nguyen Thi Bich Ngoc; Deputy Party Secretary Dao Duc Toan.
Addressing the opening session, Chairman of Hanoi People's Council Nguyen Thi Bich Ngoc emphasized that 2016 was the first year to implement the five-year plan of 2016-2020, the first year of implementing Resolution of XII National Party, Decree of XVI City Party Congress. This is also the year of transferring tenure, leadership positions, organizational apparatus that have just been improved, thereby performing the tasks of socio-economic development with a huge workload, many difficulties and challenges. The Chairman of City Council assessed, this session will decide on many important issues, hence the delegates need to uphold responsibility, wisdom; focus on researching, democratic discussion, thorough, serious and responsible consideration; contribute valued ideas to the session’s success, meet the expectations of the Capital’s people.
In 2016, despite of many difficulties, Hanoi’s GDPR has increased more than 8%, the highest in the past six years, many indicators have been completed at a high level, such as: revenues and expenditures, improving investment environment better than investment criteria of the central allocation, attracting direct investment from abroad has also achieved the highest ever; the number of newly-registered enterprises has also increased by 19%.
In the condition that the budget of the central government providing for Hanoi reduced, the capital demand for investment and development of the Capital is still huge, the Party Secretary recommended that delegates are particularly interested in discussing, contributing ideas to set plans and solutions for medium-term investment in the period of 2016 – 2020; the assignment of revenue sources and spending tasks, the rate of revenue sharing between the budgets and budget allocation norms for expenditure budget in the stabilization period of 2017 – 2020; particularly, solutions for attracting socialization resources to serve the goal of socio-economic development of the City, well applying "administrative discipline year 2017."
On December 5 afternoon, the City Council continued discussion in the hall and decided on 3 contents: the City’s socio-economic mission in 2017; estimation of revenues - expenditures budget and the budget division ratio at norms, stable allocations in the period of 2017 - 2020; approving a total settlement of revenues and expenditures in 2015.
The 3rd meeting of Hanoi People's Council XV will last 4 days (from December 5 to 8).
