On July 20 morning, the first session of the 14th National Assembly (NA) was formally opened at the Houses of Parliament, Ba Dinh, Hanoi.
Attending the opening ceremony, there were General Secretary Nguyen Phu Trong, State President Tran Dai Quang, Prime Minister Nguyen Xuan Phuc, Chairman of the 13th National Assembly Nguyen Thi Kim Ngan; leaders and former leaders of the Party, State, Government, National Assembly and 494 members of the 14th National Assembly.
Addressing the opening session, President of the 13th National Assembly Nguyen Thi Kim Ngan confirmed that: The election of deputies to the 14th National Assembly and People's Council delegates for the term of 2016 - 2021 was held on May 22, 2016, in a civil and lawful, democratic, secure, economical and truly maner, is really a festival of the People. More than 99% of voters nationwide went to the polls to choose 494 deputies elected to the National Assembly who represents the block of the great national unity, representing the will and wisdom of the People, on behalf of People to decide the important work of the country in the highest state authority, the highest representative body of the People.
During the meeting, the NA will hear the National Election Council’s report on the outcomes of the election of deputies to the 14 th NA and the People’s Councils at all levels for 2016-2021 and the inspection of elected deputies’ eligibility.
NA Vice Chairwoman Tong Thi Phong will present a Report on the election of deputies to the 14th National Assembly and all-level People's Councils in the 2016-2021 period. President of the Viet Nam Fatherland Front Central Committee Nguyen Thien Nhan will deliver a Report on comments of voters nationwide during the election of deputies to the 14th National Assembly and all-level People's Councils in the 2016-2021 period.
The NA will elect the NA Chairman, Vice Chairmen, members of the NA Standing Committee, President of the NA Ethnic Council,Chairmen of the NA’s Committees, the NA’s Secretariat and the State Auditor General. The State President, PM, Vice President, Deputy PMs and Ministers will be elected on respective dates of 25th, 26th, 27th and 28th. The NA will approve the suggestion of the State President on the list of the Council for National Defense and Security on July 29. According to the Constitution 2013, the State President, PM, NA Chairman and the Chief Justice of the Supreme People's Court of Viet Nam will give oath speeches after the election.
At the session, the PM will present a Report on the implementation of the socio-economic development plan and State budget in the first half of 2016 and measures to launch the socio-economic development plan and State budget in the second half of the year.
The NA will ratify the Resolution on the NA’s supervision program in 2017, Resolution on laws and ordinances establishment program in 2017 and adjustments to the laws and ordinances establishment program in 2016 and the Resolution on the approval of the State budget settlement in 2014.
The remaining days will be spent deciding on the country’s key issues, including the government’s report on socio-economic development and State budget for the first half of this year, solutions to the socio-economic development and State budget for the second half of this year, approval of the 2014 State budget estimate and the NA’s resolutions on the programme on building laws and ordinances, the NA’s supervision programme for 2017 and the establishment of specialised inspection groups.
The 14th NA focuses on electing high-ranking State personnel for the 2016-2021 tenure, and discussing crucial issues of the country. Also at this session, the NA will hear reports on the Government's implementation on socio-economic development plans, state budget in first six months of 2016, the measures to implement the socio-economic development plan and the state budget for the last six months of 2016; settlement approved for 2014's state budget; through the resolutions of the National Assembly on the program of building laws and ordinances in 2017 and adjusting the program to build laws and ordinances in 2016; program monitoring activities of the National Assembly in 2017 and the establishment of thematic mission.
