Party chief urges incentives for national innovation contributors
Implementing Vietnam’s innovation strategy will align with the national talent roadmap through 2030 and a vision for 2050.
THE HANOI TIMES — Party General Secretary To Lam has urged tailored incentive policies for chief architects and lead scientists spearheading strategic innovation initiatives.
Speaking at a July 2 meeting on science, technology, innovation, and digital transformation, Lam said it's needed to set up a comprehensive framework to attract and retain top-tier talent in critical sectors such as artificial intelligence, semiconductors, and advanced materials.

This strategy should include distinct criteria, recruitment processes, and benefits for national-level innovation leaders. It needs to be aligned with the national talent roadmap through 2030 and the vision for 2050.
To accelerate technological capabilities, Lam directed ministries to form an interagency task force supporting overseas tech acquisitions, proposed policies to foster university-based startups and science-business linkages and called for streamlining Vietnam’s science system with focused investment in top research institutions and labs.
The Party chief emphasized the development of core technologies, including AI, big data, blockchain, robotics, advanced materials, biohealth and cybersecurity.
He called for the early launch of the National Data Center to enable large-scale data analysis and governance.
Public funding will prioritize three areas: breakthrough inter-sectoral and inter-regional science projects, initiatives supporting the two-tier government model, and nationally significant projects.
Lam stressed digital transformation as the “central nervous system” of the two-tier administration, urging faster 5G and satellite internet rollout, along with reliable power, to bridge rural gaps and support digital infrastructure.
Local governments must allocate funding to guarantee end-to-end connectivity down to the commune level.
According to the Ministry of Science and Technology, Vietnam’s innovation ecosystem continues to grow and now includes 858 science and technology enterprises, 45 high-tech firms, and over 73,000 digital technology companies.
Currently, a total of 277 experts are contributing to key AI initiatives and helping to build a strategic tech workforce.

The Resolution No. 57 Monitoring and Evaluation System gathers real-time task data, integrates national databases and reports, and is set to become a national data governance platform.
The National Innovation and Digital Transformation Feedback System enables public and expert input through virtual discussions, with key points reported to Party leadership.
The Communist Party of Vietnam’s portal links 62 ministerial and provincial sites, connecting branches, members, and the public into one political communications ecosystem.
