Paying 3,000 billion VND in advance for environmental incident compensation
The Government has agreed to spend 3,000 billion VND (135 million USD) in advance to compensate residents in the four central provices for damage from the recent environmental incident caused by Hung Nghiep Formosa Ha Tinh Steel Company.
At a meeting to discuss measures to stabilise the lives and production activities of people in Ha Tinh, Quang Binh, Quang Tri and Thua Thien-Hue on September 30, Deputy Prime Minister (PM) Truong Hoa Binh has agreed to spend 3,000 billion VND (135 million USD) in advance on compensating residents in the four central provices.
Deputy Minister of Agriculture and Rural Development Vu Van Tam said the move aims to meet the aspiration of the people, especially those affected from the recent environmental incident caused by Hung Nghiep Formosa Ha Tinh Steel Company.
Previously, on September 29, the Prime Minister (PM) issued Decision 1880/QD-TTg on the compensation levels for damage from the incident.
Under the decision, seven affected sectors in Ha Tinh, Quang Binh, Quang Tri, and Thua Thien – Hue will receive compensation, namely seafood harvesting, aquatic breeding, salt production, coastal seafood business activities, fishing logistics, coastal tourism services, and seafood stockpiling and purchasing.
The compensation is based on the level of damage of the sectors.
The decision also specifies compensation for aquatic raising in salt and brackish water.
Provincial People Committees will review compensation for the damaged sectors and report to the Ministry of Agriculture and Rural Development (MARD) before October 5, 2016.
The MARD will verify the compensation in each locality to send to the Ministry of Finance for verifying and submitting to the PM before October 10, 2016.
The compensation time will be paid for six months from April to September 2016. The money will be sourced from compensation paid by the Hung Nghiep Formosa Ha Tinh Steel Company.
Deputy PM Truong Hoa Binh instructed that after the PM decides the levels of compensation, the MARD will work with relevant ministries and sectors to supervise the allocation of compensation to affected organisations and individuals.
Hung Nghiep Formosa Ha Tinh Steel Company on June 30 admitted responsibility for mass fish deaths in the four central coastal provinces of Ha Tinh, Quang Tri, Quang Binh and Thua-Thien Hue between April and May. The company promised compensation of 11.5 trillion VND (500 million USD) for the incident.
