On May 19-20, PM Nguyen Xuan Phuc met with Russian President Vladimir Putin in Sochi City on the sidelines of the 20th ASEAN-Russia Commemorative Summit.
At the meeting, Prime Minister Nguyen Xuan Phuc made the statement that the Party, State and Government of Vietnam always regard Russia as a significant strategic priority in their diplomatic policy of multilateralisation and international integration.
For his part, President V. Putin congratulated PM Phuc on his new post and praised Vietnam’s role in the Southeast Asian Region. Mr. V. Putin also emphasized that Vietnam is one of the priorities in Russia’s foreign diplomacy in the Asia-Pacific region.
Albeit numerous changes in the world and region, the cooperative ties between Viet Nam and Russia on various fields and at international forums have flourished and caught up with aspiration and demand of respective people, said the President.
The Russian President also pledged to call on other members of the Economic Alliance Asia-Europe (EEU) namely Belarus, Armenia and Kyrgyzstan to finalize the Free Trade Agreement(FTA) with Viet Nam in favor of economic, trade, and investment growth in the coming time.
Vietnam, said PM Phuc, stands ready to serve as a bridge for Russian enterprises to expand their activities in the Southeast Asian market, especially when Viet Nam has signed a number of FTAs with other countries. The PM thanked President V. Putin and Russian local leaders for supporting the Vietnamese community in Russia.
The two leaders also discussed regional and international issues of common concern. They took the occasion to review the bilateral cooperation and agreed to work closely to effectively realize reached agreements and key projects particularly in commercial exchange, petroleum, nuclear energy, as well as tourism. The two leaders agreed to strengthen coordination to implement effectively key collaborative projects and programmes, especially in trade exchange, oil and gas, nuclear power, and tourism to lay a foundation for the expansion of bilateral affiliation into other fields.
Regarding the recent complicated developments in the East Sea, President V. Putin said that Russia is keeping a close watch on the situations in the Southeast Asian Region in general and the East Sea. He also highlighted Russia’s stance on peaceful solutions and in respect for international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); full and effective enforcement of the Declaration on the Conduct of Parties in the East Sea (DOC) and early negotiations for a code of conduct in the East Sea (COC).
During the meeting, the two leaders exchanged various regional and global issues of mutual concerns. They agreed to boost cooperation at multilateral forums of the United Nation, the Asia-Pacific Economic Cooperation (APEC), the Asia-Europe Meeting (ASEM), and the Association of Southeast Asian Nations (ASEAN).
The Russian leader promised to urge other members of the Eurasian Economic Union, namely Belarus, Armenia and Kyrgyzstan, to complete the ratification of the free trade agreement (FTA) with Vietnam in a bid to enhance the bilateral economic, trade, and investment ties in the coming time.
PM Nguyen Xuan Phuc said Vietnam is willing to serve as a bridge to help Russian enterprises expand operation in Southeast Asian markets and ASEAN, especially when Vietnam has signed and got engaged in a number of FTAs with foreign countries and organisations. He thanked the Russian President for directing relevant agencies to support overseas Vietnamese to do business and expressed his hopes the host society will provide more assistance for Vietnamese expatriates.
The meeting took place in a friendly, trustful and open atmosphere, during which the Vietnamese PM expressed his pleasure to pay an official visit to Russia and briefed the host about the socio-economic situation in Vietnam as well as the outcome of the 12th National Congress of the Communist Party of Vietnam. PM Phuc conveyed an invitation of Vietnamese State President Tran Dai Quang to Mr. V. Putin for an official visit to Viet Nam and participation in the 2017 APEC Summit.
