A conference named “Capital Hanoi: Tradition, resources and oriented development” was held on 17th August by Municipal party committee, People’s Council, People’s Committee of Hanoi, Fatherland Front Committee of Hanoi with co-ordination of Hanoi National University.
Chairman of People’s Committee of Hanoi, Nguyen The Thao, Deputy Secretary of Municipal party committee Ngo Thi Thanh Hang and Hanoi National University chaired the conference. This was an activity in honour of the August Revolution and National Day. Here some comments of specialists who attended the conference on firmly development of Hanoi.
Dr. Hoang Van Nghien, Former Chairman of People’s Committee of Hanoi: Fully aware of managing Hanoi
Hanoi is different from other provines all over the country. So, 3 factors such as managers, managing tools, managed entity - capital Hanoi - need to be awared fully. Capital Hanoi belongs to country but Hanoi is an adminitrative unit as well as other adminitrative units in country.
In different angles, managed entity is either capital or a city or even both. This leads to different unchangable duty and responsibility of managers which doesn’t excist in other cities. Managing tools is adminitrative offices which are held to excute legal - adminitrative documents like other cities but managing methods need to be adjusted to match with managed entity - capital Hanoi.
Dr. Tran Huu Thang, Former Vice Minister of Home Affairs: Take advantage of unique mechanism of Hanoi
The unique managing mechanism for Hanoi shows clearly in line - organization managing and territorial managing that differ authority, responsibility of Departments, Boards, Branch with managing of local administration such as ward, commune, town scale in Hanoi.
Letting Hanoi take the initiative in organizing office system, public non-productive offices in a to streamline way, multy sector managing and matching with the unique managing Hanoi mechanism. The unique managing mechanism is only in Capital Hanoi where population in urban is equal to rural one. However, the number of adminitrative offices in rural area is much more than that in urban. So, it needs a managing method which solves all the problems in rural area as well as urban area harmoniously.
However, Hanoi hasn’t showed the unique managing mechanism strongly enough to attract resources for development, mainly high - quality financial and human resources which can make impacts on Capital region. So, we need to issue and enforce a mechanism for mobilizing the participation of other provinces in Capital region.

The Hanoi population growth, especially in urban areas have been fast. We need to notice the impact of population policy easing to different target groups. Moreover, we need to have effective filters for immigrants to be able to orient planning scale, population structure of Hanoi in a long term. The development of satellite towns is likely to help reduce immigration pressure on the central urban districts; policies for immigrants better integrate with urban life, including vocational training and employment for immigrants, ensures educational services, health care for immigrants.

8 years after joining the WTO, we are losing market to rival retailers from the US, Japan, South Korea and neighbor Thailand in one, two years recently. When the ASEAN Economic Community (AEC) was officially born, Hanoi enterprises will encounter more difficulties in the local market if Hanoi business continued indifference.
Hanoi, which is considered as the center of politics, economy and culture of the country, is urgent to overcome the existing problems and more proactive in enacting the overall plan of action to promote and improve AEC integration efficiency next time. Promoting more extensive propaganda about the AEC general and content related to the production and service sectors in particular.
Making the connections and promote the role of associations for businesses in the province Hanoi. In addition, businesses themselves need to be more active in understanding the fluctuations and trends of ASEAN market after forming AEC. Only the combination of synchronous and consensus of the managers, to the associations and businesses can help Hanoi preparing and pioneer in the process of formation of the AEC in the end of 2015 and other intergration process.
