Promoting good image of Hanoi’s public officials

With 11 years of experiences in collecting information, reporting and advising, Deputy Head of No.4 Examination Office (Hanoi Tax Department) Nguyen Tien Quynh has contributed 20 ideas, which are acknowledged by the Department and implemented in the tax agencies; in turn save time, cost and increase efficiency in operation.

Thanks to his creativity, Quynh has significantly contributed to the achievements of the tax agencies. Recently transferred to the No.4 Examination Office for over a month, Quynh said, in a new position there comes opportunities to learn more about the profession, so that he will have a new perspective and can improve efficiency in monitoring and managing private enterprises. During his time working at the General Office, he had had an opportunity to have an overall understanding on various activities of tax agencies. Thanks to his time there, Quynh has proposed many ideas and recommendation to reduce time processing through number to write reports. Based on these numbers, Quynh can give out his evaluation and analyse to leaders, which results in solutions for the overall management of the Tax Department. He said, during the reform process, these recommendations are based on his thinking, that administrative reform is coming from the improvement of the public official. “The better we carry out our assignment through applying IT, it will save us time to solve other issues. As such, result from reform has transformed into benefits for citizens and enterprises coming to the tax agencies” – Quynh said.

With his experience and expertise, since the beginning in 2006 when he started working at the Tax Department, during his works, Quynh always thinks on solutions to help him finish the work as fast as possible, which save times and effort. From then on, every year, he contributed two recommendations on IT application, which are highly regarded by leaders of the tax agencies and applied in all units. 

In 2015, Quynh contributed the idea on analyzing and evaluating the status of revenue collection from examination offices and tax agencies, which are based on the database in each year. When this application came out, it had received positive opinions from colleagues, as every tax unit can compare their results with each other, and improve efficiency on shortcomings. From this effort, leaders can look at these results to develop appropriate measures and policies for efficient revenue collection. Quynh explained, previously, in order to evaluate whether a tax unit is efficient or not, it took a long time for leaders at the tax agencies to read through monthly reports. So after one month of researching, he has developed a system to report based on graphic. As such, the report now only take one paper to illustrate all necessary information, and leaders can look at this and know whether a unit is efficient or not. 

Going from strength to strength, in 2016, he has given new ideas on evaluating the process of collecting revenue, which brings immediate benefits for all tax units. As they can right away see which parts they are having problem and increase effort to collect revenue. In order to develop new ideas, together with his colleagues, Quynh has been working overtime and overcome numerous difficulties. 

With dedication, responsibilities and non stop efforts, Nguyen Tien Quynh has been an example for the good image of Hanoi’s public officials. He deserved to be one of the 45 outstanding national young public officials in 2017.
