With more than 5,000 members and frequently in contact with citizens, the youth union of Hanoi agencies have always been responsible, friendly and open in working with citizens. Based on respective works from each agency, members of the youth union have utilized knowledge and profession in the reviewing process of administrative procedures efficiently, such as: Consulting for the Youth union in organizing the Hanoi public official’s day to guide citizens on administrative procedures; conference to support enterprises with regard to administrative procedures; working models at some agencies, in which youth union members to support citizens and enterprises with issues related to administrative procedures daily.
In particular, the model of “Youth union of the Hanoi Tax Department to be responsible for administrative procedures in Saturday, accompanying with tax payer in tax finalization” has ben successful in recently. As such, the Youth union of the Hanoi Tax Department has integrated voluntary activities in supporting citizens with administrative procedures, thus quickly solved hundreds of requests from citizens. Secretary of the Youth Union at Hanoi Tax Department Nguyen Tien Quynh said, the model of “Youth union of the Hanoi Tax Department to be responsible for administrative procedures in Saturday, accompanying with tax payer in tax finalization” has been implemented since February, with 100% members of the youth union taking part in the process. As such, requests from citizens and enterprises are dealt with in a timely manner, in turn save time and cost for all parties involved, especially for citizens in distance areas. “We will maintain this model, so that this will become a routine activity of the youth union in Hanoi Tax Department” – Nguyen Tien Quynh said.

Secretary of the Youth Union at the Hanoi Department of Planning & Investment Nguyen Huu Luong said, the Youth union in Hanoi Department of Planning & Investment is selected as one of 5 organizations in the city to pilot the campaign “03 responsibilities”, which is also the youth union’s initiative. Results from the process since 2016 shows, requests for administrative procedures have been quickly dealt with, so that the number of online administrative procedures have increased and contributed to 50% of the total business registration requests submitted to the department everyday.
However, the simplification of the administrative procedures still faces difficulties, due to the legal framework not being adjusted accordingly, especially is the information exchange process and transferring documents. As such, the youth union at Hanoi Department of Planning & Investment has implemented the model “reviewing, updating and declaring administrative procedures in to the MODUL system, a single window software of the city”. This model has proved its efficiency in identifying issues and problems of the current administrative procedures; the responsibility of each individual when implementing the administrative procedures, with an aim to ensure the consistency in the process.
Not only to raise the public officials’ awareness in serving citizens, but through these initiatives, youth union of Hanoi agencies have realized its role of being pioneer, responsible and creative in their works. The Secretary of Youth Union of Hanoi agencies Nguyen Lan Anh said, in the upcoming time, all related agencies will have the hotline to support youth union members in following regulations and procedures in implementing the administrative procedures; receiving and dealing with administrative procedures, public online services at stage 3 and 4.
