Party-building is seen as Hanoi's "key task" that ensures the success of every field and guides implementation in every sector.
It’s necessary to make efforts to help Hanoi become more resilient, inclusive, and representative of the nation in all respects, Party General Secretary and State President To Lam told the capital city’s leaders on August 9.

During his visit to the Hanoi Party Committee, Lam urged Hanoi to foster a culture of dynamism, creativity, daring to think and act, and innovative problem-solving to help Hanoi grow even more.
He said Hanoi is the heart of the country, a national administrative hub, and a major center of economics, culture, education and training, science and technology, and international integration.
Apart from its political significance, Hanoi also plays a pivotal role in the socio-economic development, maintaining national security, and fostering diplomatic ties with other nations.

Development pillars
To keep Hanoi moving forward, General Secretary To Lam stressed the importance of promoting the city's long-lasting cultural tradition and its position in the Red River Delta and the nation. Of which, the rapid and sustainable development of the city, based on the combination of socioeconomic development, environmental protection, and security, has become one of the most important tasks. Accordingly, Hanoi will grow based on five pillars namely (1) culture and humans, (2) green transformation, digitalization, and circular economy; (3) synchronous and modern infrastructure; (4) digital economy and smart city; (5) science, technology, and innovation.
The next task is Party building which is seen as the “key” to guiding implementation in all sectors and ensuring the success of all the fields. For this to happen, it becomes crucial to sideline cadres who violate the code of conduct.
At the meeting, the Party chief praised Hanoi for being a pioneer in streamlining the apparatus. He urged the city’s leaders to supervise officials to prevent power abuse. He reminded them of strengthening the relationship between the Party, government, and people and measuring the effectiveness of the authorities on people’s satisfaction. At the same time, the local authorities were told to promote solidarity, especially within the Hanoi Party Committee. Given its special urban position, Hanoi needs to make special policies to effectively enforce the revised Capital Law while improving its financial capacities and capital mobilization for development. In the coming time, it’s necessary to have specific planning on infrastructure, transport, and urbandevelopment. The objective is to restore and beautify the urban area while highlighting the importance of the historic inner-city area and working toward the preservation of traditional, historical, and cultural spaces. The city must prioritize funding for the modernization of a synchronized and modern socioeconomic infrastructure system. Another task is to specialize in development zones characterized by geographic and socio-cultural peculiarities with a focus on economic growth with tourism being the spearhead sector. In this direction, developing the cultural industry is prioritized. In this regard, maintaining and advancing national cultural identity, elevating the status of the capital's symbols, and cultivating a refined and civilized Hanoi populace are all connected to cultural development. It will take action to improve education and training to have better manpower, including future leaders. Meanwhile, more will be invested in healthcare to improve the operation of district hospitals to address the overburdened health system and provide better treatment. At the same time, social welfare will be prioritized with an emphasis on people making merits to the nation and ethnic minorities. |

To build a strong Hanoi, it needs to develop both rural and urban areas with a broader view on regional development, of which Hanoi is part while developing ecological districts and satellite cities. General Secretary To Lam emphasized that Hanoi should lead as a pioneer in all fields, urging the city to focus on innovation, dynamism, and creative problem-solving. During his address to the Hanoi Party Committee, he outlined key areas of focus to ensure Hanoi’s comprehensive development.
These included promoting sustainable socioeconomic growth, modern infrastructure, digital transformation, and green development. He also highlighted the importance of cultural preservation, education, and healthcare, aiming to make Hanoi a global center for culture, science, and international integration.
To Lam further stressed the importance of Party-building and governance reform in ensuring the city’s success. He urged officials to maintain close ties with the public and to prevent power abuse through strict supervision.
He also called for closer collaboration between Hanoi and central ministries to remove obstacles, particularly in implementing the revised Capital Law, which provides the city with special policies for development. The ultimate goal is for Hanoi to become a more prosperous, peaceful, and globally connected capital.
On this occasion, Hanoi is asked to strengthen its defense and security resources to protect the capital city in all situations. At the same time, it is encouraged to strengthen international integration and foreign affairs while making Hanoi more civilized, peaceful, and prosperous.
At the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the choice of Hanoi as the first locality to be visited shows the special care and encouragement the general secretary gives to the capital city. Hoai said the capital will keep putting programs and work plans into practice in order to organize and execute them synchronously and consistently throughout the city’s political system in the coming time.
