PM Nguyen Xuan Phuc presided over the video-teleconference on administrative procedure reform in the 2011-2015 period and plan in the 2016-2020 period

The Government chief asked relevant agencies to make practical assessment of the implementation of the administrative procedure reform in the 2011-2015 period and tasks in the 2016-2020 period.
The event drew the attendance of Deputy PM Truong Hoa Binh, leaders from all ministries, agencies, and 63 localities. PM Phuc also asked for honest opinions on the apparatus organization, public staff, legal institution, public administrative services, and wages.
He called for comments and solutions to successfully conduct the reform in the next phase. The issues of administrative procedure reform especially that on streamlining public staff, wage reform, IT application in State management, were put on the table for discussion.
According to a report of the Government Steering Committee for Administrative Reform, in the 2016-2020 period, the reform will focus on raising satisfactory level of people and enterprises on administrative procedures and education and healthcare to over 80% by 2020; and apply ISO standards at public offices.
On the occasion, the leader asked ministries, agencies and localities to pay attention to inspecting people-elected agencies and trade unions, practice thrift and cut down on unnecessary overseas trips. At the event, the Ministry of Home Affairs released the 2015 public administrative reform index which placed the State Bank as first, followed by the ministries of Finance and Transport.
The ministries of Science and Technology, Industry and Trade, and Information and Communications ranked 17th, 18th and 19th respectively. The index showed that ministries and ministry-level agencies achieved good performances with scores over 80 percent.
In the rankings of cities and provinces, the central city of Da Nang took the lead with 93.31 percent. It was followed by Hai Phong, Dong Nai and Thua Thien-Hue. The central province of Quang Ngai, the Central Highlands province of Kon Tum, the northern provinces of Cao Bang and Dien Bien were at the bottom of the index.
The PM reiterated that the government is determined to build itself into a transparent and action-minded cabinet to serve the people and development. He suggested reducing the number of civil servants and increasing their income so as to better serve the people and businesses, adding that over 2.6 million people are being paid by the State.
