Step by step training high qualified teachers

Training high qualified teachers for education is long term solution, which need to be implemented consistently, scientifically and step by step. This topic has been discussed by experts, scientists at the Education conference 2017 “For the quality of general education” held by National Assembly’s Committee on Culture, Education, Youth and Teenage on September 22 in Hanoi.

According to the report of Ministry of Training & Education, as of the academic year 2016 – 2017, the country has more than 850,000 teachers, in which primary school has 395,987 teachers with the rate of qualified teacher of 99.72% and 1.43 teachers per class, middle school has 307,777 teachers with the rate of qualified teacher of 98.98% and 2.05 teachers per class; high school has 150,111 teachers with the rate of qualified teacher of 99.60% and 2.32 teachers per class.

Head of the Ministry of Education & Training’s Department of Teachers and Educational Administrators Hoang Duc Minh said, the master plan of universities and colleges network, building a suitable network of educational universities, ensuring the close cooperation between provinces with regional universities and major educational universities; efficiently master planning educational universities, training centers, traiing teachers, in which allowing to pilot model of training teachers at technical universities. 

Developing and master planning teaching staffs, educational administrators at universities to ensure having sufficient number and improving quality to meet the demands of university education in new area. Based on the forecast of demand for teachers and master plan in education, it is necessary to identify the scale of each university and department from central to local in phases from 2011 to 2020. The administrative agency is responsible to assign educational universities responsible for advanced training, which is based on the capabilities of the teaching staffs and the infrastructure of each educational facilities. 

Mr. Hoang Duc Minh also mentioned studying the school models, or educational department responsible for teacher training for period from 2018 to 2025, when there is an abundance of teachers and meet the demand for new teaching programs. 

The key solution which the education system is striving to is step by step training the high qualified teachers; ensure the successfully implement educational innovation for high school. 

In this regard, Mr. Hoang Duc Minhs stressed, the requirement for standardization of teaching staffs is urgent matter, as such, at the moment, Ministry of Training & Education is putting effort in building new criteria and improvise the current criteria to have the most suitable instruments during the human resources management. One of the most important issue is that schools need to raise awareness regarding standardization, so that provinces, educational administrators and teachers to implement the standardization process in the right direction. 

The content of the standardization process is being modified by the Ministry of Training & Education toward simplicity and specifying criteria to be suitable with the characteristics of each school and provinces. With regard to educational administrators, it is necessary to focus on developing strategic plan, vision and way to implement the plan in new direction. 

​Besides, administrative agencies need to base on the standardization to build plan, programs, materials, solutions and the principle to train teachers suitable with requirements and objectives of the innovation program of high school education.
