Hanoi's goal for 2023 is to secure the city's socio-economic performance and further develop a cultured, modern, and civilized society.

The implementation of the project is hampered by regulatory and land clearance obstacles.

Prime Minister Pham Minh Chinh asked the ministries to quickly resolve the relevant issues to keep the ring road project moving forward as planned.

Following the remarkable results achieved between January and September, Hanoi will focus on amending and improving the legal framework and building massive infrastructure to facilitate the capital city's growth.
