General education programs need to have clear objective, which will be later put into practice. This is the recommendation from experts, scientists and teachers to the Education conference 2017.
According to the Chief editor of the national curricula compilation committee Professor Nguyen Minh Thuyet, in the history of Vietnam education, the new draft curriculum for general education has been efficiently developed, specifically: general education is available before working on textbooks, which means there are overall general education program before developing specific programs for each subject and educational activities; the overall program, subject programs, and educational activities are opened for public opinion. The overall program, subject programs and educational activities are experimental, which are verified by national appraisal committee.
According to Professor Nguyen Minh Thuyet, the orientation of general education program is to transform from the program concentrated on learning knowledge to learner all-round development, with a view to ensure current conditions of Vietnam. The general education program identifies the number of subjects and educational activities, the duration at each academic level suitable with the actual conditions of Vietnam. The content of general education program is consistent with the core value of education, which is compulsory to all students. Moreover, it has empowered provinces and schools to be active in selecting and adding some optional contents to be included in the educational program.
“For the first time, the general education program does not stipulate the required duration for each subject and educational activities in week, but only the total duration in a year, so that schools can be flexible in arranging the timetable for students. The average rate between the duration in one academic year for provinces and schools develop the teaching plan compared with the total duration of subjects and educational programs in primary level is from 12 – 19%, in middle level 28%, and in high level is 28%. The content of subjects and educational activities are not in detail, in turn allows the textbook authors, schools and teachers to be active and creative in carrying out the program” – Professor Nguyen Minh Thuyet said.
Affirming education program is one of the top priority, which directly affect the education quality. Professor Tran Kieu of the Vietnam Institute of Educational Sciences stressed the importance of identifying the objective of general education program. As such, Professor Kieu said, in order to have reasonable and feasible objective, it is necessary to solve the relationship between society – individual, generation – individual, group – individual with regard to the harmonization. Moreover, when the objective of the general education program is accepted legally, it will be the government’s commitment to ensure implementing the objective of the program. “One of the main factor to identify the objective is to find credible sources, which truthfully reflects the demand and desire of learners, their characteristics and social requirements to human in specific circumstances. This is an important point in the process of developing general education program” – Professor Tran Kieu said.
On the other hand, Professor Tran Kieu said, it is really difficult to ensure school understand requirements to implement the objectives during educational activities. As such, it is important that teachers are key in developing general education program. Through practical experiences, teacher can contribute to developer on what can do and what cannot in considering the objective of general education program. “Teacher must take part in every phase of the program development; from developing, implementing, evaluating suitable solutions” – Professor Tran Kieu emphasized.
