Under the Plan, departments, sectors, agencies and districts are tasked to follow the contents and effectively implement goals, missions, targets, projects of the Program 04-CTr/TU of the Hanoi Party Committee.

Reviewing and implementing the preservation, embellishment and promotion of outstanding cultural heritages, historical revolutionary relic sites of Hanoi, such as Thang Long Imperial Citadel, Co Loa Citadel, and organize exhibitions at Hanoi Museum as planned.
Additional, the Department of Culture and Sports is also in charge of boosting the building and development of cultural life in the locality; effectively implementing the movement “All people unite to build cultural life”.
Improving the quality of evaluating, considering and recognizing cultural tittles, such as “Cultural family”, “Cultural village”, “Cultural residential group”, “Cultural agency, unit and enterprise”, etc; building civilized wards, towns and new style rural communes; carrying out civilized lifestyle in organizing weddings, funerals and festivals; etc.
The Steering Committee for Program 04-CTr/TU will organize regular meetings to urge the performance of duties; timely overcome difficulties and shortcomings to fulfill all targets, missions in the plan.
Launching inspection campaigns to monitor the implementation of programs of the Municipal Party Committee and plans of the Municipal People’s Committee on implementing goals, tasks, projects under the Program 04-CTr/TU in districts, towns; ask sectors, districts and towns to organize conferences to review the implementation of Program 04-CTr/TU in localities.
Departments, agencies, sectors, districts and towns are assigned to perform missions, targets, projects in line with contents of the Program 04-CTr/TU of the Municipal Party Committee and the Plan 165/KH-UBND of the Municipal People’s Committee.
Mobilizing available resources and offer reasonable solutions to fulfill all targets, goals of the program.
Accelerating the implementation of schemes, projects under the program; giving a priority to build national standard schools, high quality vocational training facilities and local cultural institutions at grassroots level, etc.
Organizing conferences to review the implementation of the Program 04-CTr/TU of the Municipal Party Committee and give reports to the Steering Committee.
