For the first time, the Foreign Ministry of Foreign Affairs publishes the Blue Book aiming to introduce Vietnam`s foreign policy, the outstanding achievements of Vietnam`s external relations in 2015.

The first diplomatic bluebook covers Vietnam’s foreign policy as well as prominent diplomatic achievements in 2015. The six-chapter bluebook touches upon regional and international situations and the country’s foreign policy; major bilateral and multi-lateral diplomatic activities; diplomacy for national development and defense; the Party and National Assembly’s external affairs, and People’s diplomacy; and major foreign policy guidelines of the 12th National Party Congress.
Regarding the new features in the foreign policy guidelines, the 12th National Party Congress emphasized the first goal of “securing the ultimate national interests” and considered it the overarching goal that the entire political system must strive to achieve.
To deepen and add effectiveness to relations with countries, the documents of the 12th National Party Congress clearly stated: “Further intensify and deepen relations with partners, particularly the strategic partners and the major powers that have an important role in the development and security of Vietnam; adding more substance to the established framework.”
The 12th Party Congress also clearly outlined the major directions and guidelines for the international integration process, underscoring the role of multilateral diplomacy, considering international integration a “strategic guideline,” with higher focus and a more detailed approach compared to the previous congresses, demonstrating the commitment of the entire Party and people to integration policies.
The guiding principle for implementing the task of safeguarding the Fatherland was clarified: “resolutely and perseveringly struggle to defend firmly the independence, sovereignty, unity and territorial integrity of the country, defending the Party, State and people, and socialist regime.”
With regard to foreign relations in defense and security, the 12th National Party Congress underscored the guiding principle of “Proactively and actively engage in multilateral defense, security mechanisms including participation in the higher level of cooperation activities such as the UN peacekeeping, non-traditional security drill and other activities.”
This marked a strong shift of mindset, reaffirming that Viet Nam is an active and responsible member of the international community and that Viet Nam stands ready to join the UN in its noble cause of maintaining world peace and security.
Vietnam Diplomatic Blue Book 2015 is compiled in an understandable way, can be used for research, teaching, learning and is useful material for all those who care about foreign affairs of Vietnam.
Also at the ceremony, the Foreign Ministry has introduced a video clip mentioning Foreign Affairs of Vietnam in 2015.
