Vietnamese gov't approves sustainable smart urban development scheme
Hanoi, Ho Chi Minh City, Da Nang and Can Tho will be the first core smart cities.
Prime Minister Nguyen Xuan Phuc has approved the project of sustainable smart urban development in Vietnam in the period of 2018-2025 and orientation to 2030.
The plan aims to build the legal framework for smart urban development by 2020, to prepare the investment for pilot implementation at the urban level.
It includes reviewing and developing a common legal framework for sustainable smart urban development, promulgating mechanisms and policies applicable to the pilot areas; developing and piloting an ICT reference framework for smart urban development; developing an urban spatial data infrastructure, consolidating land data, building on GIS foundation and database.
The scheme also aims to formulate appropriate models in population management, transport, land and construction investment in pilot urban areas; build national urban database in the first phase; and support at least three new urban areas applying pilot smart urban solutions.
By 2025, the first phase of smart urban development will be implemented. It includes building and completing legal corridor and legal regulations on the basis of the preliminary and final review of the pilot implementation as well as implementing the ICT reference framework for smart urban development in Vietnam.
The plan will publicize priority national standards for pilot smart cities, especially urban management, lighting, transport, water supply and drainage, waste collection and treatment, power grids, risk warning systems in natural disasters and ICT infrastructure; develop urban spatial data infrastructure; consolidate land data, building other GIS-based data in pilot cities; and apply pilot certification for new smart cities.
By 2030, the first phase will be completed, paving the way to replicate the network of smart cities. According to the plan, smart urban chains will be formed in the north, central, southern and Mekong Delta regions. Hanoi, Ho Chi Minh City, Da Nang and Can Tho will be corresponding core smart cities, forming the network of smart cities in Vietnam.

Hanoi is pioneering in smart city development in the country with a smart city project on the road of Nhat Tan - Noi Bai, Dong Anh district, Hanoi. This project, invested by Sumimoto Joint Venture (Japan) and BRG Group with a total investment capital of US$4.2 billion, is scheduled to kick-start in October 2018.
According to information from BRG, the smart city will span an area of about 272 hectares. In the first phase, Sumimoto and BRG will invest more than US$1 billion on an area of 73.11 hectares. Currently, BRG and Sumitomo have completed legal documents and prepared financial sources for the investment.
