Vietnamese PM meets with Chinese top leader
Prime Minister Nguyen Tan Dung gave high estimation to the visit to Vietnam by Party General Secretary and President of China Xi Jinping while meeting him in Hanoi on November 5.
He said the two countries’ ties have grown positively, supported by regular visits by senior leaders and the adoption of many important common perceptions on how to deepen the relations between the two Parties and the two countries in a stable and durable manner.
Exchanges and affiliations between ministries, localities and people from all walks of life have been strengthened, a lot of meaningful activities were organised to celebrate the 65th anniversary of Vietnam-China diplomatic ties, and economic ties and trade continued reaping encouraging outcomes, he noted.
PM Nguyen Tan Dung spoke highly of significant common perceptions clarifying means and ways to develop the relations between the two Parties and countries reached by the two Party General Secretaries during their talks earlier.
He suggested that both sides should keep regular high-ranking contacts and meetings to reinforce political trust and mutual understanding while strengthening cooperative and exchange mechanisms for ministries, sectors and localities, promoting people-to-people activities, especially among young people, and stepping up communications on Vietnam-China traditional friendship.
The PM also suggested speeding up result-oriented cooperation, furthering the role of the Vietnam-China cooperation steering committee in instructing, coordinating and actualising reached agreements and common perceptions, and growing trade sustainably towards reducing Vietnam’s trade deficit, boosting official trade, and managing border trade efficiently with normative procedures.
He asked the Chinese side to make it easier for the sale of Vietnamese commodities, especially agro-forestry and aquatic products as well as the opening of more trade promotion offices, in China.
PM Nguyen Tan Dung hailed the Chinese Government’s agreement to transfer a soft loan worth 300 million USD to the Mong Cai-Van Don highway project and to provide another concessional loan to the Cat Linh-Ha Dong urban railway project.
He said he hopes Chinese investment in Vietnam will rise sharply in the near future, especially in large-scale projects that apply advanced technology, asking the Chinese side to accelerate project implementation in accordance with their agreement.
The two sides should also encourage the expansion of their localities’ exchanges and collaboration and create more optimal conditions for relations exchange, cooperation and economic development in their shared border areas by facilitating customs clearance for people, cargo and vehicle movements via border gates, and working closely to prevent cross-border smuggling and the trading of counterfeit and low-quality goods.
With regard to sea-related issues, the Cabinet chief emphasised that the two sides need to seriously implement agreements reached by their leaders, particularly the agreement on basic principles guiding the settlement of sea-related issues, by consistently taking practical actions; making the best use of the Government-level negotiation mechanism on Vietnam – China border and territorial matters; and persisting in using negotiations to seek fundamental and long-term solutions that are acceptable to both sides.
The countries should maintain peace and stability and control disagreements at sea, be sincere and straightforward in discussing and studying the issue of demilitarisation in the East Sea, safeguard security and safety of navigation and aviation in the waters, and ensure safety for fishing activities at sea, he added.
PM Nguyen Tan Dung also called on Vietnam and China to actively negotiate the demarcation of and cooperate for joint development in the area off the mouth of the Tonkin Gulf while fully and effectively carrying out the Declaration on the Conduct of Parties in the East Sea and promoting result-oriented negotiations to build a Code of Conduct in the waters.
For his part, Party General Secretary and President Xi Jinping highlighted that his visit is intended to explore ways to intensify bilateral all-round cooperation.
He viewed that reached common perceptions and strategic visions make both countries put their relationship in a special position and that the stable and healthy Chinese-Vietnamese relations conform the countries and peoples’ interests.
The Chinese leader came up with major orientations for bilateral ties, including fostering high-level meetings and strategic discussions, connecting economic development strategies, boosting production capacity cooperation across sectors, and jointly removing hindrances to cooperation projects like the Thai Nguyen iron and steel factory and the Ninh Binh nitrogenous fertilizer factory.
He asked the two to intensify border cooperation, actively solve their trade imbalance, reinforce monetary affiliation, and speed up trade liberalisation and bilateral investment.
They need to control sea-related disputes soundly and maintain stability at sea through consultations, the leader noted, adding that China supports Vietnam’s greater role in regional and global processes while urging for closer coordination at multilateral forums.
