Hanoi, Tatarstan forge strategic partnership in key economic sectors
The meeting between authorities of Hanoi and the Tartastan Republic was expected to open up opportunities for strong connections and cooperation between agencies and businesses of both sides.
THE HANOI TIMES — Hanoi has pledged to create optimal investment conditions for businesses from Russia's Republic of Tatarstan in five priority cooperation areas namely high-tech development, petrochemicals, healthcare, textiles, and tourism.
The pledge was made by Deputy Chairman of the Hanoi People's Committee Nguyen Manh Quyen during a meeting last week, which brought together leaders and businesses from both sides to explore opportunities for cooperation.

"Hanoi is committed to becoming a regional innovation hub with tremendous potential in partnering with Tatarstan on information technology, smart city solutions, and Industry 4.0 applications," Quyen said, highlighting how this tech focus would drive Hanoi's digital transformation while creating opportunities for Tatarstan investors.
The petrochemical sector emerged as another key focus. "Tatarstan's expertise is a perfect match for Hanoi's industrial needs. We particularly welcome joint ventures that can enhance Vietnam's production capabilities through technology transfer," Quyen said.

This sentiment was echoed by Tatarstan's President Rustam Minnikhanov, who added: "Our companies are ready to share advanced technologies in automotive manufacturing and IT with Hanoi partners."
An important practical outcome was an agreement to explore direct flights between Hanoi and Kazan. "This aviation connection will be transformative as it facilitates business exchanges and boosts tourism between the regions," Quyen said. The proposal received strong support from both sides as a concrete step toward deepening economic ties.

With US$153.7 million in existing Russian investments in Hanoi and new deals already materializing by 2025, the meeting identified several steps, including joint working groups for each priority sector, business delegation visits to Hanoi's high-tech parks, and student exchange programs in technical fields.

"This goes beyond signing MOUs as we are building practical, results-oriented partnerships that will create jobs, transfer technology, and bring measurable benefits to both our communities," he wrapped up.
The deputy mayor said that the increased cooperation signals a new era of Vietnam-Russia economic cooperation at the regional level, with particular promise in high-value technology and industrial sectors.
