To successfully deploy the restructuring of the agriculture sector, the national mainstream product develop axes must be determined from the national to local level.
This content was mentioned by many delegates at the working session with Deputy Prime Minister Trinh Dinh Dung and the Ministry of Agriculture and Rural Development on the agriculture sector restructuring on August 25.
Planning conflicts
After three years of deploying the project "Restructuring the agriculture sector toward the direction of raising the added value and sustainable development", ministries, agencies and localities have actively participated. To date, 62/63 provinces and cities have promulgated option or plan on restructuring the agricultural sector of the locality.
The assessment from the Ministry of Agriculture and Rural Development shows that the restructuring has made important contribution to the business and production results of the whole sector. Although the agricultural production has encountered a lot of difficulties over the past three years and the market also changed adversely, the GDP growth rate of the sector still reached 2.83%/year on average. The average total export value of the industry is nearly US$ 29.5 billion/year.
However, the results of the restructuring in the reality have just been the initial step and have not been able to create visible changes. This is the reason why the sector's growth has not been firm and the growth rate in the first quarter of 2016 turned to fall. Noticeably, the restructuring process is still quite stereotype when all localities plan their commercial production areas, but have not been able to highlight their strategic products.
According to Mr. Dang Kim Son, Ph.D - the former Director of Institute of Policy and Strategy for Agriculture and Rural Development, in the restructuring, all provinces determine their key products, but the problem of establishing strong specialized areas still persists.
After visiting many regions nationwide, Mr. Lai Xuan Mon - the Chairman of the Viet Nam Farmer's Union has realized this problem. According to Mr. Mon, there are currently conflicts in the production zone planning. For example, in Kien Giang, there is a conflict between the rice planted area and shrimp farming area; or in Ha Nam, there is conflict in the guava and apple planted area which has the value of 7 times higher than rice, but must be chopped down after 5 years. “There must be the master planning for each region, key crops and animals in each locality” – Mr. Mon suggested.
Raise competitiveness
In the first 6 months of 2016, in the face of the difficulties from natural disasters and the market, the agriculture sector recorded a negative growth rate for the first time after many years. This makes the "supporting" position of the economy seems to be unstable.
Moreover, a series of key export products encounter the barriers from other markets, posing the requirement for comprehensively renovating the agricultural production with the correct steps. Along with the removal of the obstacles regarding the land policies, capital, investment attraction regime into the industry, the issue that experts pay most attention to is localities must specify their mainstream products to prioritize to develop.
The Minister of Agriculture Nguyen Xuan Cuong concerns that with the average rice cultivation scale of 0.3ha/household, the commercial production and integration still contain a lot of difficulties. Therefore, in the coming time, the Ministry of Agriculture and Rural Development will strictly coordinate with localities to check the planning and establish the axes for developing mainstream products.
Specifically, at the national level, the Ministry will select top 10 most advantageous products with high value and sustainability to dominate the market. Next, there will be the provincial axial products with high peculiarities, followed by local-scaled products. “The priority policies for enterprises investing in the agricultural sector are also prioritized to be organized in the three above-mentioned development axes - Mr. Cuong said.
Listening to the opinion from the agricultural sector and relevant ministries and branches, Deputy Prime Minister Trinh Dinh Dung asserted that the agricultural restructuring plays a very important role in improving people's life and building advanced rural area.
However, this is a difficult field, so we cannot rush and need to stably take step by step. The Deputy Prime Minister proposes to restructure the agriculture firstly needs to attach with the market development not only in the domestic market, but also in the regional and international markets. In which, we need to determine and highlight mainstream products with high competitive advantages in both national, provincial and local levels.
