Agriculture sector sets US$40 billion export revenue target in 2018
Growth rate of the agriculture sector this year was planned at least 3 percent, with export turnover contributing some US$40 billion, according to the Ministry of Agriculture and Rural Development.
Among the total export value, agriculture products will make up more than US$21 billion, seafood with some US$9 billion, forestry products with over US$8.5 billion and US$1.5 billion from others.
According to the ministry, 2018 is considered an important year for the sector in particular and for the entire country in general as it takes a key role in helping the country meet targets set in the nation’s five-year plan of 2016-2020.
In order to achieve the above targets, the ministry will continue refining mechanisms to develop socialism-oriented market economy in agriculture, submit a draft Law on Cultivation, a draft Law on Animal Husbandry, amendments and supplements to several articles of the Law on Natural Disaster Prevention and Control, raising public awareness of Law on Irrigation, Law on Forestry, and revised Law on Fisheries and relevant laws, ordinances and resolutions.
It will also continue improving the business climate by cutting administrative procedures, building e-government with a focus on online public services, one-stop shop mechanism for customs clearance.
According to the ministry, it will review 508 administrative procedures and propose simplifying or cutting out 287 out of these administrative procedures, or 56.5 percent.
The ministry has so far also considered carefully another 345 business and investment conditions and proposed that 118 of which be amended and cut out, equivalent to 34.2 percent.
Eighteen out of 40 specialized inspection procedures will be reviewed, while quarantine and clearance time will be shortened from 24 hours to no more than four hours for goods transported by land or air and no more than 10 hours for those transported by sea.
The ministry will also continue the second phase of the National Single Window and ASEAN Single Window mechanisms at its five units, aimed at streamlining administrative procedures. Under the plan, 26 administrative procedures will be connected to the national single window system. To date, 11 procedures have been connected.
Besides, the ministry will also reduce the categories of products, which must be checked before export, while implementing a risk-based management approach. For products, which are now subjected to duplicated checks by the Ministry of Agriculture and Rural Development (MARD), the Ministry of Industry and Trade, and the Ministry of Health, the MARD will propose to the Government to hold just one ministry responsible.
At the same time, the sector will encourage the development of high-tech and organic agriculture while restructuring State-owned enterprises, reshuffling agro-forestry companies and submitting a project on developing 15,000 cooperatives, agricultural cooperative alliances for 2017-2020.
Further attention will also be paid to developing agricultural and rural infrastructure, strengthening capacity of disaster prevention and mitigation in response to climate change, transnational cooperation in effective and sustainable use of water resources, ecological environment protection, and improving management in the quality of agricultural materials and food safety.
