He said he hopes the Chinese Embassy in Vietnam will help to connect both countries’ ministries and localities, contributing to bilateral economic and trade ties in a stable, sustainable, and balanced manner. Both nations should implement agreements and common goals reached by their leaders including the agreement on basic principles guiding the settlement of sea-related issues between Vietnam and China, Quang told his host.
"Vietnam and China should control differences, not complicate or expand their disputes, and settle their disputes by peaceful means in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) as well as quickly adopt a Code of Conduct in the East Sea (COC)," he noted. It is essential accelerate negotiations on maritime issues, contributing to the maintenance of peace and stability in the East Sea and the region, he added.
The Chinese Ambassador congratulated President Quang on his election and said he hopes the President will contribute to bilateral friendly neighborliness and comprehensive cooperation. He said that China values its relations with Vietnam and wants to work closely with it on increasing visit exchanges, promoting practical cooperation, and deepening their comprehensive, strategic, and cooperative partnership in the years to come.
On the East Sea issue, the Vietnamese leader suggested seriously abiding by agreements and common perceptions reached by the two countries and Parties’ leaders, including the agreement on basic principles guiding the settlement of issues at sea between Vietnam and China. He called for properly managing disputes, refraining from actions that further complicate and extend disputes, settling disputes by peaceful means in line with international law, including the 1982 United Nations Convention on the Law of the Sea, fully and effectively realising the terms of the Declaration on the Conduct of Parties in the East Sea, and soon formulating a Code of Conduct in the East Sea. Vietnam and China should accelerate the progress of negotiations on issues at sea while maintaining peace and stability in the East Sea, contributing to regional peace, stability and development, he stated.
Ambassador Hong, for his part, affirmed that the Chinese Party, State and people are keen on facilitating high-level exchanges and cooperation in practical areas, towards reinforcing the China-Vietnam comprehensive strategic cooperative partnership. He wished that the new Vietnamese President, in his noble position, would continue promoting friendly neighbourliness and comprehensive cooperation between the two countries. Ambassador Hong expect that on his lofty position, President Tran Dai Quang continued to direct and promote good-neighborly relations of friendship and comprehensive cooperation to constantly achieve new progress.
Ambassador Hong affirmed that the Party, State and people of China attach importance to relations with Vietnam; Vietnam wishes to maintain the exchange of high-level contacts and promote substantive cooperation in all fields, promoting comprehensive strategic cooperative partnerships to continue healthy and durable growth in the future.
